Dual piping is mandatory for new apartments. Residents can use one pipe for drinking, bathing and utensil cleaning where other pipe will bring in rain water and treated water for toilet, lawns, washing cars, floors etc. This will enables to save 40% of potable water. It is unwise to use drinking water for flushing down water in toilet, washing cars, floors etc during insufficient rainfall, power crisis and falling water level in reservoirs.

Karnataka State Pollution Control Board (KSPCB) has made dual piping mandatory for new apartments and layouts. In-house water treatment unit is important for all apartments and treated water can be reused for flushing, lawns, plants, cleaning and others. Since apartments have efficient Effluent Treatment Plants (ETPs) with Reverse Osmosis
Rain water can be efficiently used through dual piping. Rain water harvested through proper system is pure for drinking and cooking. If a housing or apartment doesn’t have ETP, rain water is good source of water. Even with worst kind of roofing, its easy to capture 75% of rain water and use it through dual piping. This will be helpful in addressing the problem of flooding as well. Dual piping can be done in old apartments or houses too, just with a metal or plastic piping and the payback period will be between 2 to 4 years.
There are number of pipes in city which leaks or waste water every day. Even a small leak in water leads to loss of more than 10,000 liters of potable water. Treated water not to be used for bathing, drinking and cleaning utensils but can be used for plant, lawns, washing floors and vehicle. Dual pipes can be used voluntarily to save water and it is successful for apartments and resorts.

If rainwater is harvested properly same can be used for drinking and cooking. Rain water is purest form of water but need to purify before storing.Of course, Dual piping and In-house water treatment unit is important for all apartments and it will save water.
The past committee had spent almost 10days in getting the quotes & working out the feasibility etc., to get dual piping done. This was with an idea of segregating and supplying the Cauvery and borewell water. The cost had come to Rs.75000/- (approx). This was planned to be collected from all the members @Rs.1000/- per apartment (irrespective of the floor area) . The entire exercise had become futile as not even 50% of the owners agreed to contribute.
Even today, there are many owners holding back the amount payable for the new bore-well with an excuse of leakage in the roof. Even though I feel sorry for them for being no fault of theirs, still the facts remains the same - “They are enjoying the water facilities with the amount contributed by others”.
To address the non payment towards the bore-well charges, I have requested the President, either to stop water from the bore-well to the owners who have not paid the amount or pay interest ( at the bank rate) to the owners who have contributed till all the amounts are collected.
These owners may be paying the regular maintenance, for that, they may be provided with the Cauvery water facility from the tap near the security gate. But they should be refrained from getting the water from the bore-well, which they do not have any right till they contribute.
To give a brief background on the terrace water proofing -
The Association got the roof water proofing done with 5Yrs guarantee from the contractor. This guarantee has become null and void as some of the owners had meddled with the water proofing work done on the roof using their own resources. (This additional work is still visible even today).
Because of some of the owners who got the work done in their own capacities by thinking that, they are well above the bye-laws / rules and regulation of the association and did not bother to informed the association before starting the work. If it was informed, the issue could have been addressed under the guarantee clause of the agreement with the contractor.

Now the question is, should these owners who are facing problem
1. Take up the matter with the owners who had repaired the terrace without informing the Association and being the sole cause of void guarantee.
OR
2. Withhold the payment to the Association without any valid reason and enjoy all benefits.
OR
3. Take action against the contractor who has washed off his hands.
I do have a suggestion.
a)Get some professional water proofing agency like CCI etc.,
b)Check on the charges. (Approx. Rs.2.8L as per last estimate)
c)
80% to be borne by all the owners ( as this is the problem of entire building) ( If the Association has to bear then it amounts to the same as it is nothing but amount collected from all the owners)
20% to be borne by the owners who are the cause behind the void guarantee. (Why should they be allowed scot-free).
d) After this, the maintenance should be made equal between the single bedroom and the double bed room apartments as the Association needs to guard the terrace above the single bed room apartments.
To convince all owners remain a big problem for us also. In our apartment society, residents (mostly tenants) just dont care about the common problems. They think that they are living in a hotel. Rain water harvesting and dual piping is going to be very important sooner than later.

Guys,
We are also planning for dual piping in our apartment, to use ETP treated water for toilet flush. Have any of your apartment implemented the same. We would like to see a working example, before taking up this kind of work, as the cost of this piping is prohibitively high for us, to be initiated and then not reap the benefits from it.
