BESCOM-Bangalore Electric Supply Company Limited is responsible for power distribution in Bangalore and other districts in Karnataka state. Citizen can transfer the ownership of BESCOM meter in case of transfer of property, transfer of ownership to legal heir in case of death of property owner and transfer for other reasons.
Documents required for transfer of Electricity Meter
NOC from builder or previous owner:
Get your no objection certificate from builder or previous owner to transfer electricity meter name.
Application from BESCOM:
Fill up the application for transfer of ownership of electricity meter including the consumer number, previous owner’s details and your details.
Attested copy of sales deed:
It is very important to enclose the attested copy of sales deed for showing the property is transferred from builder or previous owner to your name. Enclose the copy sales deed when submitting application or letter for transfer of ownership of electricity meter. Attestation can be easily done from notary or bank where you had taken loan against your property.
All Electric Home (AEH) form and indemnity bond form:
These two forms can be obtained from BESCOM office. Indemnity bond form as per annexure I is important in case you are not the owner of premises.
Address proof:
Need to enclose a copy of permanent address or details that prove your address. You need to enclose PAN card number if any. Application must contain your contact detail and telephone number.
Electricity bill:
You need to enclose the last paid electricity bill and must clear any arrears before the transfer of ownership of electricity meter.
Procedure for transferring Electricity Meter
Write a letter on plain sheet to BESCOM requesting the transfer of ownership of electricity meter including consumer number, details of previous owner and your details. Enclose the documents and duly filled application with letter. Get your documents verified by Assistant Engineer or Junior Engineer (JE). JE will provide you report after verifying your report.
Submit the report at BESCOM office and pay fee for transferring the ownership it may range from Rs 100-200. Transferring ownership of electricity meter will take 7 to 15 days.
You will need to carry original documents of your property and Khata for verification documents. When transferring the ownership of electricity meter to legal heir incase of death of property owner, you need to carry death certificate or other evidence to prove you are legal heir of owner of property and there is no objection in transferring ownership to your name. Before transferring the ownership of electricity meter, you need to clear all arrears and pay difference if any.

There is some 250/- is official fee but we need to give some amount to case workers its depend upon the strength, if your going to approach with all the owners of the Apartment of yours, it would very less amount you can pay.

You can ask your bank for the copy of your documents and approach the Electricity office with those documents and property tax paid receipt. You can say the same to JE during when verifying the document. JE will give report and submit the same in electricity office along with fee for transferring ownership.

i, do not have noc ,but there is a para in the sale deed that says that the title is free from all the encumbrances, is this para not equivalent to noc.

I have observed all the procedures and also obtained an Order from AEE Elect, S2 Sub-Divsn, Bescom that the METER HAS BEEN transferred in my name.
As the BILL CONTINUED TO BE GENERATED IN THE NAME OF THE ORIGINAL OWNER, I WENT AND MET ONE MS SANDHYA IN YOUR WILSON ROAD OFFICE AND GAVE HER A COPY OF THE ORDER OF THE AEE.
THE BILL FOR DECEMBER 09 IS AGAIN RAISED IN THE ORIGINAL NAME AND NOT IN MINE AS THE “OWNER”.
I wonder what more needs to be done by me. I beleive the concerned person should be instructed to effect the changes IMMEDIATELY.

sir i my rtc survey no 65/1 it is mentioned 4 gunta karab ( unreserved karab) and 5.36 acers cultivation land but total comes to 6 acers, i have purchased a land pretaning to same survey no 65/1 of 5.36 acers from owner , but in mutation they have mentioned as 6 acers ,when i applied for katha transfer and change in wonership in rtc they are telling you have to cancel the mutation and go for appeal in AC court for remutation is it so , now what are the procedur should i follow pls help me they are making me to go around the govt offices daily .

We are an apartment having 16 flats. The builder has collected Rs.1, 30,550/- from each flat owners for deposit to BESCOM AND BWSSB. Out of which he has deposited only the BESCOM amount and BWSSB amount is lying with him. Now the cauvery water pipe is being layed in our area and we need register and deposit the amount when they ask for.
Builder is not in mood to part the balance amount. How to find out what was the amount he actually deposit with BECOM to asscertain the balance amount payable to our association.
We are going to file a case in consumer court against the builder for the money and other things. Please let me know whom to contact to get the information required in BESCOM.

these are the documents orginally needed. We paid Rs.5000 to the broker, in 15days
the documents were delivered to us.

You can visit your nearest BESCOM office or Assistant Engineer or Junior Engineer to know the status of your application. You can carry the receipt of fees paid for reference in case they required. This will help you to know what is your next step and when your meter will be transfered to your name. If officials failed to give your required information you can use Right To Information (RTI) where officials will reply for your query.

Why on earth, it is an arduous task to get the simple procedure of Name Transfer, after having all the necessary documents?
Aren’t people working at these offices are paid their salaries, that instead of guidance and quick dispensation of the required changes, they take you in circles and such a lot of harassment & round ups to their offices.
When oh when in India, people can come clean esp. the govt., semi-govt officials. Or atleast the govt. publishes the cash to be paid to these clerks & officers for each type of services?

If you have no need for Address proof or have alternative address proof documents (passport/ration card/telephone bills) for any regulatory work in India, then there is no urgency to get the meter transfer done.

I did get my meter transferred to my name quite smoothly except for some leg work (some of it unnecessary due to the sheer bureaucratic bungling). But I now have a ticklish problem wherein my name does not appear fully in the monthly bill as my property is in joint name with my wife. Her name precedes mine in the bill so I am unable to submit the BESCOM as address proof. Any suggestions on how to get this rectified?

I have purchased a flat 2 years back, registered and have the following documents:
1> Sale Deed
2> Khata paid receipts
Now transfer of Electrical Connection is pending.
Recent circular of BESCOM states that Application, Form 1, Indemnity Bond, along with Proof of owner ship like Sale Deed and Khata as well as NOC (from previous consumer) to be enclosed.
I have no NOC issued from builder (He is not a previous consumer). After the Sale Deed, I am enjoying the power connection and paying the electricity bills though the connection is in his name.
Please clarify, as per the new circular which states that the NOC is required from previous consumer (it may be interpreted that the previous owner has in possession of this energy meter for significant time).
In apartment case the builder acts as transfer of property on behalf of consumer for which consumer has paid the necessary deposits of BESCOM before the Sale Deed.
For apartment flat users why BESCOM insists NOC, though builder has unambiguously states and declares NOC in SALE DEED.
BESCOM authorities are requested to consider SALE DEED has more justifiable document than asking for one more NOC for transfer of electrical connection.
May I request help / feedback in this regard from forum.
