BESCOM-Bangalore Electric Supply Company Limited is responsible for power distribution in Bangalore and other districts in Karnataka state. Citizen can transfer the ownership of BESCOM meter in case of transfer of property, transfer of ownership to legal heir in case of death of property owner and transfer for other reasons.
Documents required for transfer of Electricity Meter
NOC from builder or previous owner:
Get your no objection certificate from builder or previous owner to transfer electricity meter name.
Application from BESCOM:
Fill up the application for transfer of ownership of electricity meter including the consumer number, previous owner’s details and your details.
Attested copy of sales deed:
It is very important to enclose the attested copy of sales deed for showing the property is transferred from builder or previous owner to your name. Enclose the copy sales deed when submitting application or letter for transfer of ownership of electricity meter. Attestation can be easily done from notary or bank where you had taken loan against your property.
All Electric Home (AEH) form and indemnity bond form:
These two forms can be obtained from BESCOM office. Indemnity bond form as per annexure I is important in case you are not the owner of premises.
Address proof:
Need to enclose a copy of permanent address or details that prove your address. You need to enclose PAN card number if any. Application must contain your contact detail and telephone number.
Electricity bill:
You need to enclose the last paid electricity bill and must clear any arrears before the transfer of ownership of electricity meter.
Procedure for transferring Electricity Meter
Write a letter on plain sheet to BESCOM requesting the transfer of ownership of electricity meter including consumer number, details of previous owner and your details. Enclose the documents and duly filled application with letter. Get your documents verified by Assistant Engineer or Junior Engineer (JE). JE will provide you report after verifying your report.
Submit the report at BESCOM office and pay fee for transferring the ownership it may range from Rs 100-200. Transferring ownership of electricity meter will take 7 to 15 days.
You will need to carry original documents of your property and Khata for verification documents. When transferring the ownership of electricity meter to legal heir incase of death of property owner, you need to carry death certificate or other evidence to prove you are legal heir of owner of property and there is no objection in transferring ownership to your name. Before transferring the ownership of electricity meter, you need to clear all arrears and pay difference if any.

My appt Builder is asking for some (big) money before he can issue NOC for electricity connection name transfer. We have already paid a handful of money in the beginning towards BESCOM, BWSSB, Water etc for which Builder hsnt give us the break ups/receipts.
I have sale deed, registration and Khata done on my name and I do not understand why BESCOM would still need NOC as I am the first owner.
Is there any way I can get electricity connection name transfered to my name without NOC?

You need not Pay any money to the owner for issuing NOC. If the contents of your saledeed

I believe if you had true copies/notary signed copies of original document, that might also work.
Also check with bank provided documents which are proof of your ownership

I recently transferred my electricity meter (GM Palya – Apartment) from the builder’s name to my name.
Sri T.D.Hemachandra(retired Ex. Engr From KPTCL), who is posting comments in this forum, helped me with the procedures for a nominal fee. We have not paid any bribe. After the process, the next electricity bill that came in Jan 2011 reflected my name and address.

I just thouhgt to pay my gratitude to Mr. Hemachandra for the great work that he did towards my BESCOM related work. I happened to meet him in this website and to my surprise he was so approchable and smooth to interact that I never had a problem in getting my job done.
Though my father was the owner, we had taken the new connection 20 yrs ago in our tenants name for a commercial purpose. I took the help of Mr. T.D. Hemachandra to do a name change as well as to enhance the sanctioned load. He has been extremely helpful, going out of his was to arrange a contractor who could do the load enhancement paperwork done in a very timely manner. I am staying in “XXX Apartments” which is located on the Sarjapur main road, My Builder doesn’t have a permanent Electricity yet…still using the temporary one which they applied during construction…now their construction part is over and many of us took the possession also – close to 50 Families staying over there in such a huge apartment without permanent electricity connection and intend to pay a monthly Ebill of 750Rs…without any proper bill request… we have paid the some amount whatever the builder asked for electricity before taking possession also they have promised that it will be done in a month. Now it’s more than a year…still awaiting for this
Please advise us whom to contact and how to get this done, as the builder is not cooperating with us in any terms…

My cousin has purchased a flat in bellandur and wanted to transfer the Electricity Bill transferred to her name and when i googled and come across Mr. Hemachandra ( 9945514150 ) and that was very lucky. I am staying at Kaval Byrasandra, R.T. Nagar, Bangalore.We had a problem related to Bescom power connection.The builder of our Apartments had understated the plinth area while applying for Electric connection to the building.It is understood that he was able to do so by colluding with the then Bescom officials 12 years back, may be for saving part of the actual fees. None of the apartment owners had transferred the power connection to the individual owner name all these years as all of them were busy due to official and other various reasons. Recently when owners started applying for transfer of connections to the respective names, the issues came out. Bescom demanded a regularisation fee of more than one lakh rupees to set right the irregularities before transferring meters in individual names.They also resorted to disconnections in order to realise the said regularisation fees,as the builder was reluctant to pay the said amount.
Mr. Hemachandra came to our help in taking up the matter with different levels in Bescom and also advised us on how to proceed in the matter. Finally due to pressure from BESCOM as well as against our legal notices, the builder came around and made the dues and the connections were regularised.
Mr. Hemachandra was very diligent in pursuing the issue and shown more interest in the subject than the flat owners, which came to our rescue ultimately.
I take this opportunity to express mine and flat owners’ sincere thanks to Mr. Hemachandra and also to this forum through which I came to know about him.

I got my BESCOM name change done via Mr Hemachandra and the process was smooth. He has visited my home to take the readings and I never had to go to the BESCOM office once. He also helped in correcting the address which was updated wrongly by the BESCOM folks. I highly recommend Mr. Hemachandra. Note: You can negotiate for a lesser rate if there are a good number of applications from the same complex, so try as a group.

I have an issue of tranfering our Common area Elecricity meter in the name of the Building association which is not registered. Bescom is asking for the registration of the Bylaws. Can bye laws be registered at the Sub Registrar office.

bill owners name from Jagadish to Krishna Hariharan. The recent bill

Procedure to Transfer Electricity meter.
Go to post office and take 2 forms for e stamp. Apply for a 200rs E stamp paper. first name is your name and second name is Bescom. Matter, Power supply agreement
Another e stamp of 100rs as indemnity bond. first name your name and second party Bescom . matter is Indemnity bond.
visit the bescom website. download the form for transfer of electricity meter. form 1 you need to fill in pen. Form 2 is field report. form 3 . type the whole thing in ms word and take print out on power supply agreement and you can add additional sheets.
Form 3 . type the indemnity bond in ms word and take print out on estamp paper. So that work is over.
Go to the court and take notary signature on all these.

Write a simple letter stating for transfer of electricity meter with deposits.. from and To Assistant Execute to S subdivision.
Go to your previous owner and take a NO objection certificate. mention with deposits also need to be transferred, I do not have any objection…just like that guys..
Now your work is form 2 at home.
Go to the meter and write down..usage, model, make, reading date rr number, serial number in all the columns and meter location write your address.
Form 3. get witness signed and your signature, same as form 4.
Buy a file and file all these in it.
Now catch the JE of your area and get it signed on the field report.. nobody will come home to give you field report. you have written all meter details with latest bill and receipt. He would make u wait and sign it with seal
Now go to the main office near your area and senior je or someone would sign on first page. and you hand it over to clerk.. He would give you a bill to pay 100rs transfer fees.. remit the amount in the counter below..
He would write the receipt number in the Form 2 and he shall sign it.
Keep xerox copy of everything with you.
