Hi all, I availed services of Mr. T. D. Hemachanda, retired BESCOM Exec. Engr. for getting my BESCOM connection transfer done from builders name to mine. He provided excellent and efficient end to end service from advise on docuemnts required to handing over of transfer documents, for minimal charges. He made prompt follow ups and because of this I did not have to run from pillar to post to get my work done. If you deal with him you have an opportunity of dealing with a thorough professional and can avoid the ordeal of dealing with inept/not-so-literate BESCOM personal. He can be reached not only for BESCOM meter transfer but also for consultancy required for any kind of BESCOM related grievences.

Hi,
I recently bought a flat which was constructed in 2002. The name on the meter is still that of the builder, and i am the 4th owner.
Builder –> 1st party (outside the country) –> 2nd party (outside bangalore) –> 3rd party (in town) –> Me.
In this do i need to get a NOC from all the parties involved or just 3rd party (immediate seller from whom i purchased) and/or the builder (since the bescom bill is still in the builder’s name).
Any advice is highly appreciated.
Thanks,
Hi Raman
You have to procure the N.O.C from the Builder If the bill is comming in the name of the builder. you need not have to procure From all the three. But There is onother option where you have to pay additional deposit which will be informed you If you send the Scanned copy of the Recent bescom bill. You can contact Me on my cell no 9945514150

Hi Mahesh,
As per my knowledge, Khata Trasfer is not so expensive deal and if the builder asking for Rs 25000 for the same, you can co-ordinate with other apartment owners and can be done in a group. As you said if your agreement mentioned cost of flat includes car park and KPTCL/BWSSB, then you can seek your legal expert help for dealing with builder who charging unfair or extra cost on your property.
Thank you.
Dear Rakesh,
Thanks for your help. Can u suggest any good legal help for same?

Hi,
I had purchased a under construction flat near cisco outer ring road, Now I had occupied it, Recent on Jan 1st 2012 We got the new meter connection done for our apartment. Now when should I initiate the meter transfer from builder’s name to my name. Should i wait till first month bill gets generated or can do the transfer even before that. I am waiting for an address proof for my own flat. I am thinking that electricity bill would be best one for such documents. Khata transfer is not yet done and i heard from the above conversation that it is not mandatory for meter transfer. Suggest me the process so I can get in touch with you.
Thanks
Aditya
Hi Aditya
I wish to state that you must get the first bill genarated to initiate the processing , You must enclose the xerox copy of the bill along with the application. You can use Electricity bill for address proof. Khatha is not mandatory If it is there it is a sapporting document
How ever tou have got to produce Notorised copy of the sale deed or else a letter from yhe Bank to establish that you have pledged the origanals in the bank you have taken loan from and Bank letter must invariably contain the the sale deed registration noan date. Further You need to produce N.O..C from the builder/owner. you are at leberty to get in touch with me any time between 10.am and 6 pm

Thanks , I have recently been searching for information approximately this topic for a long time and yours is the best I have discovered so far. But, what concerning the conclusion? Are you certain in regards to the source? What i don’t understood is if truth be told how you are now not really a lot more neatly-liked than you might be right now. You’re so intelligent.
On a fellow resident’s recommendation, my husband contacted Mr.Hemachandra for the BESCOM bill name transfer. He was very organized and followed up promptly when additional documents were needed. Also when the process was complete, he delivered the documents. There was an issue with the name change and the address was not correctly changed. He followed it up again, and got it corrected within a short time.
I would recommend Mr.Hemachandra to anyone for any assitance in any BESCOM related issues.
Hi,
Mr.Hemachandra do you get power sanction for commercial Buildings too.
I have a under construction building for which i have to get power sanction it has basement,Ground +3 floors(12500 SQ FT) i was looking at 80-90 kW LT connection
if in future i require additional power do i have to surrender my transformer to BESCOM(does it become bescoms property)
and again install a new transformer for HT.
Regards
Ahmed
Hi Ahmed
I Will arrange to get you power supply to your premises.
Since yours is a commercial complex, I advice you to take Power supply on H.T basis only which will be benificial to you and you get the voltage rebate.
If you take L.T. you have to get the The Transformer errected on self execution basis and it will be your property for one year and later it will automaticaly becomes the property of the bescom.I will be able throw much infermation If you could come to my E-mail. I will compartive statement and merrits and demerrits of H.T/L.T power suply and cost comparision

The current bill is in the name of one of the builder and its been 7yrs now, we dont knw where he is. My question is from whom should I get the NOC? without NOC, cant the name be transfered?
Thanks,
Hi Giri
I wish to state here that If any person is unable to procure the N.O.C . There is an option available as per the standing rules That is you have got to pay additional MMD/MSD charges which is directly propotional to the connected load/ Sanctioned load/ or the consumption Energy charges which ever is higher for which you will get the official Recipt and please note that it is not the hidden charges. This point has allready been made in my earlier comments. For more infermation contact me on my cell

What is the official charge of transferring the electricity meter in your name.
Dear Sir,
I bought my house in 2004 and it is located in Indra Nagar I change the Electricity Meter transferred December 2011 to my name – The main reason I sold the house, Purchaser told you Transfer the meter to your name I will give Deposit, after transfer now he told I will not give the Deposit, I paid deposit (MSD FSD) Rs. 4600 for two meters So, I want to know, how can refund my Deposit. You can please suggest me.
I wanted to get BESCOM bill name transferred to my name from the builders name. In this context, while googling, I found out about Mr. Hema Chandra, a retired BESCOM official (he can be contacted on his mobile 9945514150). I spoke to him over phone, met him personally and used his expertise in getting the work done smoothly – He came to my place (at a time convenient for me), collected the documents and took the relevant signatures. Post that he also followed up and collected further documents, in case he felt additional documents would help the case. I am satisfied with his work and his approach. The transfer was done within 5-6 weeks and required minimal follow up on my part. I would definitely recommend using Mr Hema Chandra for such activities.
I’m just too curious to know the charges !! How much doest it cost
A nice blog… I too need to get my name changed in the electricity bill. Would be getting in touch with Mr. Hemachandra very soon.

I got the electricity bill transferred to my name with the help of Mr. Hemachandra. The entire process took roughly 5 weeks. It was a smooth sailing.I would recommend his services for any bescom related activities.
I got the reference (Mr.Hemachandra) from one of the blog posted in my compnay and I called him and explained the name change on my electricity bill. It hardly took 1 month for the change. The charges were also minimal and he said that he does all the things related to electricity. I respect him a lot as an elderly person retired from BESCOM he is very down to earth.
Hi All,
I have a house in Koramangala. We had been having issues getting the name changed on the electricity bills for the past year or so and tried all possible ways to get it done but in vain. I stumbled upon this website and the services offered by Mr.Hemachandra.
He has been an absolute professional who has thorough knowledge about the electricity department and procedures. Within a month the bill was transferred to our name. He also advised us on the back billing which had been happening due to an issue with the sanctioned load limit and also got that problem solved. What I appreciated the most was his sincerity towards getting things done. Even though he is an elderly person, he will personally come over for getting signatures and for all other paperwork. His charges are minimal and his process transparent, so there is no question of any kind of bribes.
I would recommend him to anybody who has got electricity problems. You can be assured of a brilliant service.
Thanks a lot Sir for all your help.

Dear Mr. Hemachandra,
I bought a flat recently in Jayanagar and would like to transfer the BESCOM meter in my name. The flat is a second sale and the meter is on the name of the builder (Previous owner has not got it changed in his name apparently). I would like to seek your assistance to get the name transfer done along with updation of address. Can you kindly let me know the additional deposit charges as I won’t be able to trace the builder to get the NOC. I will call you in a week’s time to take this forward. Thanks in advance.
Wish to thank Mr. T.D. Hemachandra who helped me in surrendering the Electricity Meter and getting the O.M. copy from the concerned department. I recommend people who are new to the procedures at BESCOM to contact him for any kind of help related to the department. He is a very elderly person and is respectful and trustworthy. He is a very simple and down to earth person and so are his charges too very minimal.
Thank you Sir
I have bought a resale apartment and was looking for info on BESCOM meter transfer to my name. Found this thread in commonfloor and the details of Mr. Hemachandra. I got the meter transferred to my name through Mr. Hemachandra. Though being an elderly person, he came for all the signatures/paperworks. He also got 4 line address done in the Bill. Hi Dilip
I have allready authenticated in my previous comments that once the owner sells his proprety to some body and as long you have the sale deed. Owner has no right to object for name change in
Bescom meter. However owner can refuse giving the N.O.C. But without N.O.C also one can get the name change done. but he ha to pay the additional deposit as Fixed by Bescom Authorities which depends on connected load and the conumption which ever is higher. On seeing the website Common Floor, I contacted Mr TD Hemachandra, Apart from the Electricity to change of name. He also well convenient with all Bescom related works. He is a very elderly person and is respectful and trustworthy and I strongly recommend any body who has any type of work in Bescom.
I have bought a resale apartment and was looking for info on BESCOM meter transfer to my name. Found this thread on commonfloor and the details of Mr. Hemachandra Retd. Ex. Engr. I got the meter ownership transferred to my name within 2 weeks of time with no hassle.
Though being an elderly person, he came for all the signatures/paperworks. He also got 4 line address done in the Bill. He is very professional in his approach, knows in & out of BESCOM procedures and his charges are very minimal.
He was very thorough and detail oreinted and his communication mechanism was very supportive of our needs.
I would for sure recommend his services for anyone who needs to get this done.

Had a great experience with Mr Hemachandra. He is extremely knowledgeable and service minded. He has good rapport with the BESCOM folks. Also since he is not money-minded, things get done. He has been able to get the transfer done fast.
On the whole the engagement with Mr Hemachandra has been an extremely satisfying one.
Dear Mr. Hemachandra,
I am staying in Sanjay Nagar. Brought a appartment in 2003 from a builder which was constructed in a site of 30x 50 ft . There are only two flats , Ground and 1st floor one flat ( pent house) and I own in the 2nd floor flat. There is 3 electricity connection now(3 electric meters -both flats and Common facility area) Transfer of the Electricity connections from Builder has not happen yet. We pay uptodate electricity bills but all 3 bills are in Builders name. Please advice what is the procedure for transfer from Builder to 2 owners if the builder is not approachable (NOC is difficult to get) and who’s name the 3rd meter for common facility will be made now since we cannot form any appartment association only 2 flats. The legal documents like registered sale deed / Khata certificate of the 2 flats are are availabe.
Please advice
Regards
