It is very cumbersome to handle the various differrent certificates and documents required to proceed if you are either buying or selling property. We attempt to demystify the most prominent of these, Khata.
What is a Khata?
It literally means an account, this Khata is an account of a person who has property in the city. It is an account of assessment of property owners within BBMP (Bruhat Bengaluru Mahanagara Palike) jurisdiction. Khata is important when you apply for any license of building or for trade, applying for loan from any banks or financial institution.It consists all the details of property like name of owner, size of buildings, location of property and all other details that helps to file property tax.
There are two things in a Khata:
a) Khata Certificate
b) Khata Extract.
a) Khata Certificate
A BBMP Khata certificate is required for two major purposes:
1. For registration of a new property,
2. For transfer of any property.For applying khata certificate, the owner of property has to give letter of requisition along with details and receipts of tax paid (latest) to Assistant officer for the sub-division or range. The fee for certificate is RS.25/- per property.Khata Certificate is obtained for any new registration after paying the tax. The certificate is issued saying that a particular property No ‘XYZ’ stands in the name of person A. This certificate is required to apply for water connection, electricity connection, trade license and building license. The Khata certificate is given only to the owner of the property or to his family members. No one else can take it on his behalf. It takes maximum of One week to get the certificate. One can also get it instantly in some citizen service centres (details: http://www.bmponline.org/citizen-svc-centersl.shtml)
(When a transaction takes place both the seller and the buyer have to inform the BBMP within three months of the transaction. In case of death of either party, within one year.)
b) Khata Extract
Khata Extract is getting details from the assessment register. The extract is required to get trade license, or to buy a particular property. It has the details of the property like the name, size of the property, use of the property (commercial purpose, residential), annual value, when assessed last.For getting a khata extract, owner of property has to give letter of requisition with property location and details. The fee is Rs.100/- per extract for a period of 5 years of the property.
Eligible for obtaining Khata
All property owners/holders who hold property within the BBMP jurisdiction are eligible to obtain a Khata. Obtaining a khata does not confer ownership of property but confers the person who liable to pay property tax. Property tax can be paid by property owners/holders who may or may not have Khata but it is important when you apply for any license of building or for trade, applying for loan from any banks.
Document required for Khata registration
For applying Khata registration, you needed to enclose following documents along with registration form.
1. Documents required for property of land type- Revenue Pockets / BDA Reconveyed areas / Gramathana :
i. Title deed (Reconveyed documents from BDA in case of BDA Reconveyed areas)
ii. Tax paid receipts and Khatha details
iii. Sketch of your property showing its boundaries and location of site
iv. Improvement Charges
v. National Saving Certificates for Rs.200/-
vi. Encumbrance certificate for vacant sites
vii. Flow chart of title
2. Documents required for property of land type- BDA / KHB Layout
i. Title deed or Possession certificate
ii. National Saving Certificates for Rs.200/-
iii. Encumbrance certificate for vacant sites
iv. Flow chart of title.
What is Khata Transfer?
Khata transfer is required when the ownership of property is transferred from one person to another for any reason like sale of property, gift, will or in case of death of property owner and so on. The application for Khata transfer is same that for registration and the documents needed along with application are following:
1. Title deed
2. Tax paid receipts and Khatha details
3. Paid up improvement charges receipt
4. National Saving Certificates for Rs.200/-
5. Death certificate of owner (in case of application due to death own property owner)
6. Affidavit declaring the applicants is legal heirs of the deceased khatedar.
What is Bifurcation of Khata?
Bifurcation of Khata is modifying two or more Khata into one or dividing one Khata into two or more Khata. Application form for bifurcation of Khata is same that applied for registration
Procedure for Registering, transferring and modifying Khata
- Obtain Notarized copy of your sale deed: There are number of notaries in Bangalore where you can get your work done at reasonable fees and the entire sales deed is notarized for charge of Rs 80-100. Normally agents charge good commission per page and charge for get your work done rises to Rs 200 and above.
- Encumbrance certificate (EC): Get EC for your property and one has to carry copy of sales deed for getting EC. Normally EC is handled within 7 working days.
- Application for Khata: Obtain Khata registration form for applying for Khata. Application is same applying for Registration, Transfer and modification of Khata. It is available either online or at any BBMP office. Application costs Rs10.
- Enclosure of documents: While applying for Khata, enclose the essential documents and fill up the necessary information in the application form. Submit the filled registration form at BBMP office and get sealed acknowledgement for the same. Acknowledgement is one of the sheets in the application.
- Check the status of your application: Visit once in 15 days and check the status of your application. Remember any documents demanded by the BBMP office, over and above those listed above, and validated by the RTI is illegal to ask and just a means to harass you and tire you down.
- Seek Information: After 2 months if there is still no activity then file the RTI to seek information on status of khata registration.
- Assessment of Property by Officials: The BBMP Revenue Incharge and Assistant Revenue Officer personally visits the property to assess the property. Please note that if the property is assessed as commercial read as ‘Rented Out’ the property tax is twice the normal property tax.
- Khata Registration fee: After the property is assessed BBMP formally communicates this mentioning the property dimensions (in sq feet), its value as per BBMP assessment and the tax liability thereon. One is also provided with a notice mentioning the same and informing you to pay the Khata Registration fee - 2% of the property values as Khata Registration fee (this is 2% of the value mentioned in the Sale deed). Once you pay the Khata Registration fee, in about 1-2 weeks, one receives the notice for paying the pending property tax. Without this the Khata Extract will not be issued in your name. But if you have reached this point it means Khata has been technically registered on your name.
Fee for Khata related processes
Application for Katha registration, Katha transfer can be applied in the form “Application for Registration/ Modification of Khata”. You can also download the form from BBMP website and link is as follows-

Khata certificate is often misunderstood with title deed. Title deed is the deed agreed between a buyer and seller during the transfer of property and Khata is account of assessment of property. Khata does not confirm ownership of property but assessment of property for the payment of tax. The property owner can pay their property tax in two installments but improvement expense must be paid in lump sum.
You can apply for Registration, transfer or modification of khata in Assistant revenue officer for the sub-division or range between 10 am to 1:30 pm and 2:30 pm to 5:30 pm on all working days. BBMP offers Sarala Khata Scheme Book which is available in major citizens’ service center on payment of Rs.20/-. This book contains guidelines and details for filing application for khata. Hello Sir,
I have one query about BBMP plan sanctions, As Horamavu Agara (Bangalore) comes under BBMP but as if now the plan sanctions are not happening, but when contacted with the office they said that the plans will be sanctioned only after the elections are over, till then you can proceed with construction as per the building laws and later you can sanction the same.
So I started the construction as my retired parents where longing for a house after getting some personal loans as there were no way of getting home loans, But now the work inspector of that area says that the plan has to be sanctioned by the BBMP then only you can proceed which will take another 6 months as now I am paying my EMI of personal loan which is very heavy I am clue less please advice …

The sites in vishwabharati housing in Sachidanandanagar have been declared Govt Land, though many have built houses before with Khata from CMC. The BBMP is NOT issuing Khata now. Does anyone know if it is Ok to build house or is there any legal way to solve this problem QUICKLY?

Am planning to go Home Loan but one of the reprasentative requested to provide sale dococuemnt / Tax paid receipts / Katha etc. in addition to plan approval but we don’t have Katha and our property registered based on BBMP Form-B
As per bank reprasentative information Plan shoul be approved by BBMP –> to approve this Katha should be there but in this case there is no Katha hence loan can’t be santioned

Today’s daily stated that BBMP elections will be happening in Feb’09, shall Akrama - Sakrama will be finalized before that or not and I have not applied for Akrama Sakrama since we have registered property just 2 months back.
One more thing is in our area (Munnekolala Near Marathahalli) am observed lot of constructions are going on so for all of them did BBMP approved plan

I have seen a Flat in an Apartment in Bellandur area which was sectioned by Gram tana in 2006 for G+3 as per the floor plan. The owner has got the BBMP Certificate for the Apartment land. However currently the individual flats donot have the BBMP approval yet. We have checked with Andhra Bank and shown the papers. The bank has agreed to approve the loan for this. Our prime concerns were:
1) We came to know that Gram Tana approves only G+2 floors however G+3 floors has been approved by Gram Tana as per the floor plan in 2006. Is this alright? We were told that in 2006 Gram Tana was the only authority in the area so the builder got the approval for G+3 floors and later the rule changed to only G+2. Our flat is on 3rd Floor.
2) As told by the builder we will have to pay for the “Regularization Charges” once we receive a notice for the same as per the Akrama-Sakrama rule. On the 3rd Floor, there are 6 flats. So will the “Regularization” cost be divided between the 6 flat owners or is do we have to apply individually for it? Approximately how much will be need to pay for it? The flat is around 1050 sq. ft.
3) Andhara bank has forwarded the Property Papers for Legal Verification. If we get a legal clearence does that gurantee that this will be a safe investment and we should be able to “Regularize’ the flat once the rule is passed?

Hi Nagendra, just wanted to correct details my earlier post. The villa project has BBMP Khata and BDA NOC. This proejct was earlier approved by Panchayat, but the builder didn’t approach BDA for approval.
Now this site is a resale. The owner is looking for resale through the builder itself.

I am purchasing a site which has got BBMP khatha. A rubber stamp impression in Kannada is put on the khatha certificate. Not sure what it means, but the layout is DC converted. Recently i bought a property near to Hoodi circle, every thing is smooth now however i see Khata number specified in Sales agrement and IDBI approved loan document, is different though Sy.no is same.
Could you have any suggestion where can i clear all my doubts.

1. If BBMP accepts property tax for my unauthorised construction then does it mean that the construction is now regular or BBMP has no objection for the unauthorised construction ?
2. I have approved plan to construct 2 floors but I have constructed 3 floors. If BBMP decides to demolish the unauthorised construction, then will they demolish only the 3rd floor or will they demolish the whole building ?

In a week’s time i have my registration. Today i came to know that there is Typo error in writing the owners when he created a sale deed. For Example instead of Venkatram
it is mentioned as venkatraam. One additional “a” ie double a.
Is this big mistake? what do i need to do so that i dont face any issues later.
I was told Rectification deed should be made. But keeping the time lines in mind i think
this will take more time.
Should i mention the correct name in my sale deed?

I intend to purchase a residential property in Girinagar II Phase (Vishwabharathi Housing Society). I learnt that - BBMP is sanctioning house plans I Phase only and for other phases plan approval is not being given. However, property registration, khata registration etc. will take place as usual. For this type of defect of the property, in future whether I have to pay any penal amount; if so, upto what extent? please clarify.

We purchased a plot in NRI Layout in RamMurthy Nagar in 1995. We have paid property tax till date and have the encumbrance certificate till date. We have the original Khata issued by panchayat in 1995. Now this layout has come under BBMP. We are yet to get a Khata from BBMP. Is anyone having any idea how and where we can get khata from BBMP?

I am staying in an apartment and I need to transfer khata from CMC to BBMP. The apartment association says each flat has to pay Rs 1200 for this purpose. What is the fees required to do such a transfer and why should the owner bear the expense of a transfer from CMC to BBMP ?
i am planning to buy a revenu land in horamavu area. My layer checked the papers and said that the ec sale deed and the propert had b-khatha extract with latest tax paid receipt . apart from above mention documents . If there any thing else that i need to get verified . Please reply it will be of great hepl. And is there any risk involved in buying this site.

i bought house from builder in 2006 april. have been paying property tax also. (jp nagar 67th phase)
but due to confusion with my lawyer, khata transfer was never done from builder’s name
to my name. can i get the transfer done now? should it have been done within 3 mths from sale?

Khata can be transferred now also I dont thik builder will hep you now, you need to apply yourself with the suppoting documetns like Sale Deed upto date Tax paid receipt and other documents
