Usually Association members or the builder of the apartments will have the ownership of the amenities. You can enquire with the association members about the details of charges for using the amenities.

Quality wise - 3rd grade. But can be purchased as the cost is affordable. Check out all the documents with your lawyer/legal advisor, dont depend on the builder's lawyer and the bank. Spend considerable time to verify the documents, sanctioned plan(even try to get a approved plan from BBMP) & verify the same with what the builder has provided you.
