India Builders Corporation (IBC) Group is one of the renowned Property Developers in South India and has developed aesthetically constructed space spanning over 12 million sqft. Why they are not having occupancy certificate? Is there any problem with the project?

I had heard that they have got all required approvals for the project.. But since occupancy certificate is the last one to get, may be it was delayed to complete the project, so the builder would have given possession to buyers without OC itself. At least, buyers should have insisted to get OC..
