The commissioner have made mandatory open space norms for builders developing small plots and also allow 25% more parking space in a building for a premium. The small builders are having tough time because they illegally sold areas like flower beds, voids, common lobbies, terraces at market rates to flat buyers though they these areas were not part of the building's floor space index.
