The government decided to bring in a rule to installing rainwater harvesting structures in the buildings. It’s the final deadline for rainwater harvesting Bangalore and deadline is December 31, 2011. The regulations, including disconnecting water supply if RWH is not installed. Bangalore Rainwater Harvesting Regulations, 2009 an amendment to the BWSSB Act, 1964, states that every owner or occupier of a building having a sital area of 2,400 sqft and above, or every owner who proposes to construct a building on a sital area of 1,200 sqft and above, should install rainwater harvesting structures.
As per Amendment Act, within nine months from the date of commencement of the amendment Act 2009, every owner or occupier of a building or owner who proposes to construct a building has to install rainwater harvesting structures.
The Bangalore Water Supply and Sewerage (Amendment) Act, 2009, 72A-Obligation to provide rainwater harvesting structure states that “Within nine months from the date of commencement of the Bangalore Water Supply and Sewerage (Amendment) Act, 2009 every owner or occupier of a building having a sital area of 2400 square feet and above or every owner who propose to construct a building on a sital area of 1200 square feet and above shall provide for rainwater harvesting structure in such manner, with such conditions as may be provided in the regulations, failing which the Board may cause such rainwater harvesting structure and recover the cost from the owner or occupier, as the case may be, arrears of land revenue.”
Types of Rainwater Harvesting
A building owner can harvest rainwater either by Roof based Rainwater Harvesting system or Land based rainwater from the open spaces around the buildings/ gardens. While designing the capacity of the storage structure for the Roof top Rainwater Harvesting or for design of artificial recharge structures to ground water a provision of 20 ltrs or more per sq.mtr of the roof area should be adopted.
Land based Rainwater Harvesting
The Land based rainwater from the open spaces around the buildings/ gardens parks shall be harvested using appropriate ground water recharge structures depending on the nature of the sub-soil conditions. While designing the capacity of storage structure or for design of artificial recharge structure a provision of 10 liters or more per sq.mtr of the land surface shall be adopted.

Roof based Rainwater harvesting system
Rooftop rainwater harvesting is quite popular since it is quite easy to collect rainwater falling on rooftops and terrace. It can either be stored in a tank or diverted to artificial recharge system. In rooftop harvesting, the roof becomes the catchments, and the rainwater is collected from the roof of the house/building. Rainwater from roof or trace is transported using PVC gutters. These gutters will be connected to filter using down-pipes. A filter unit is a chamber filled with filtering media to remove debris and dirt from water. Rainwater storage tanks collect all filtered rainwater and keep it for future use. The tank is placed on a small platform about 18 inches high and a tap is attached to it at the bottom. This makes it easy to collect water in a bucket.
Recharging ground water
Roof based Rainwater Harvesting system can be used for recharging ground water. Instead of collecting and storing them in storage tank, rainwater collected from the roof tops of both tiled/sloped roof and flat/RCC roofs using gutters or pipe lines shall be diverted to the open well through a filter for Recharging ground water through open well. The same method can be adopted for recharging ground water through Borewell. Adequate by pass or safety arrangements shall be provided in the system. Expert advice may be obtained before recharging the bore well.
Certificate from the trained plumber
After installing RWH system in your home or apartment complex, ask for a copy of the certificate from the trained plumber / contractor and attach the same with two photographs of RWH in your house. Attach the same with a letter and submit them to the nearest BWSSB office.
The government has to issue a notification to implement rainwater harvesting by December 31, 2011. According to source, BWSSB Bangalore has also asked the government to implement the regulation to cut water supply and sanitary connections, in case people failed to install RWH.
