DDA fails to complete Vasant Kunj Complex
Despite the fact that the Delhi Development Authority failed to complete the Vasant Kunj Complex, even after three years past missing the deadline, the allottees have started moving into their apartments.
The complex was planned to be built, especially to house tourists and guests visiting the city during the Commonwealth Games. Of the 40 towers, which were supposed to be built, only 20 were ready by October 2010.
The flat allottees have been waiting for possession from long time, as they were initially told that the flats would be ready by December 2011 but the deadline was extended twice. The flats were part of the 2010 housing scheme. The allottees were waiting for the area to become habitable for more than a year.
Though the place still lacks basic hygiene, security, reliable water supply, power supply, among other facilities, some of the allottees have moved in. The construction is still going on at Ganga Block in D-6, while a few families have moved into Y-1 Block in Yamuna Apartments. There is no main gate for the apartments and there is no guard at night, which is bothering the residents.
During a recent downpour, the basement of the housing project had got flooded, which is an indication of the improper construction. Another concern is the lift facility as they lack proper maintenance and lift operator. Many are not functioning and allottees are facing problem with them. As the construction work is still in progress, the surrounding is full of dust and filth. Staircases are in a dangerous state as the railings are missing in many places and some steps are broken too. The complex has no fencing around it and anybody can just walk inside.
The allottees are tired of waiting for the authority to complete the project. While some of them have started taking possession of their incomplete flats, some area still in a ‘wait and watch’ mode as they are scared to move to D 6 in its current state.
Around 476 flats in Ganga Block in Vasant Kunj, D-6, and 217 flats in Block G2, E1 and F1 of Dwarka Sector-18-B are not likely to be completed before the year-end, alleged sources from DDA. As per the brochure, the flats were believed to be ready by now as the work was started around a decade ago. DDA officials said that they are hoping to issue demand letters for Ganga Block shortly, without specifying any exact date. Earlier, there were problems related to the contractor, which were followed by issues of power and water supply.
Some allottees complain that, despite owning a flat in DDA Housing Scheme 2010, they are forced to pay hefty rents as the civic body failed to keep up its promise. On the flipside, buyers who have been allotted flats in some of the towers alleged that they would have to shed more money in order to make their flats habitable. Several allottees from the DDA housing scheme in 2010 had even protested against the authority last year, which ended up in suspension of some DDA officials.
