Draft New Town Kolkata Planning Area (Building) Rules 2014 and LUDCP
Alarmed by the unplanned urbanization in the New town planning area, which falls under the local panchayat, the government of West Bengal has drafted New Town Kolkata Planning Area (Building) Rules 2014 and a Land Use and Development Control Plan (LUDCP).
New Town Planning Area which is called the HIDCO planning area covers 24 mouzas- 15 in North 24-Parganas and 9 in South 24-Parganas and covers land area of about 6,000 – 7,000 hectares. This area is not a part of the New Town project area but comprises greater Rajarhat which was earlier a part of Bhangor Rajarhat Development Authority (BRADA), since dissolved by the present Government. The proposed LUDCP will cover an area of about 60 sq. km already habited by about 1.85 lakh people.
The proposed LUDCP has been drafted after conducting extensive surveys with an eye on natural ecology of the area so that a planned township can be developed without affecting the existing population. Proposed allocation of land is – about 44% for residential housing projects, about 16% for water bodies, 8% for roads and other utilities 32% for educational / cultural institutions and commercial purposes.
Building rules contain some important features such as real estate developers / builders would have to donate a strip of land of 2.5 meters width to the Government to construct taller buildings (high rises) of more than 15 meters and covering an area of one hectare or above. Process of applying for such permissions and granting thereof, has also been specified in the proposed rule.
Applications seeking permission for such constructions will have to be made to New Town Kolkata Development Authority (NKDA) which willl first scrutinize the applications and issue a no-objection certificate to deserving applicants Thereafter the builder will have to submit the building plan to local panchayat samity, who in turn will forward to Zilla Parishad for scrutiny and NOC. Zilla Parishad will forward the same to NKDA for approval of the plan.
The West Bengal Government intends to develop real estate in Rajarhat within the New Town Planning area, in a planned way, and to achieve the goal has proposed the aforesaid plan / rule. The Government is awaiting feedback from different quarters and final call will be taken and plan / rule will be published and notified after taking into consideration the suggestions and objections pertaining to it.
