Land revenue bill for unauthorized buildings to be redrafted
Public interest is one of the key factors which drives the government’s decision, especially in regard to real estate. Vouching for the above phenomenon, the Karnataka State Government, in a recent move, has reintroduced the land revenue bill, which proposes to regularize all the houses built off-limits on government land in urban areas.
An in-depth survey enlightens that the amendment bill, which has been reintroduced by the state government to aid the poor dwelling on government land illegally, was previously passed in 2012, but was rejected by the acting Governor. From the viewpoint of the Governor, unabated regularization of illegal construction on government owned land would call for encroachment by land-grabbers. Thus, the bill was duly rejected for reasons so told.
Salient Features
The amended bill, however, has in its store some good news for all the residents of unauthorized buildings in the city. According to the present dispensation, once the bill is passed by the legislature, after all the necessary amendments are made, taking care of the necessary provisions, all the unauthorized buildings on government land in urban areas will be regularized.
The contents of the bill propose to insert provisions in the Karnataka Land Revenue Act 1964, according to which all unauthorized houses which were hoke up before 1st January 2012 on government land in urban areas measuring 20 x 30 ft sites, will be regularized.
According to the bill, houses built on government land within 18 km of BBMP boundary will be regularized henceforth. In the proposed bill, the extent, in other Urban Local Bodies, is kept with 10 Km radius from the corporation limits and 3 Kms from Town panchayat and Town Municipal Council Limits.
Impact of the bill
In accordance to the development, the state government has endowed a legal team with the responsibility to look into the matter pertaining to development and regularization of all kinds of illegal constructions and activities like breaching of floor-area ratio in downtowns, and bylaws violation. The revised policy will ensure that the provisions are people-friendly and abide by the law in all respects.
To add to it, with the regularization of buildings on government plots, a number of households in Bangalore would be on the profit bandwagon. This is due to the reason that the proposed legislation is planned at regularizing the illegal occupation of revenue land, owned by the government in urban regions with houses constructed by offering the land to illegal occupants.
