New ‘high density’ policy will boost affordable housing in NCR
Builders and developers would be provided with opportunities to increase the density of population in the housing projects constructed by them, all thanks to the ‘high density’ housing policy, approved by the Haryana government.
Under this policy, developers would be able an extra number of housing units, in a given area. Private firms are offered incentives by development authorities like the HUDA (Haryana Urban Development
Authority (Huda), for constructing affordable housing units as per the
revised population density norms.
A normal group-housing project has a density of about 300 people per acre (PPA) plus 20% variation. However, after the implementation of the high-density policy, new projects will allow about 440 people per acre.
A large number of the total housing units (about 70,000) planned by the Haryana State Government would be developed in Gurgaon. At present, HUDA is in the process of developing more than 10000 EWS houses in the city, which would come as a relief to the economically weaker sections (EWS) and lower income groups (LIG). While housing apartments in Gurgaon are priced high, these units would be available at price range of Rs 15-30 lakh per unit.
Features and benefits of the new policy
The new policy would help in increasing the number of units in a given area, and hence provide accommodation to a larger group. According to the Gurgaon-Manesar Urban Complex development plan of 2031, an area of 16010 hectares has been reserved for a projected population of 42.50 lacs. Under the new policy, in an acre, there can be as much as three times housing units constructed, compared to that as per the existing norms.
Sectoral densities of towns and cities in the state would be increased from 80 people per acre to 100 people per acre, and from 100 people per acre, to 120 people per acre, in all development plans. The town and country planning department of Haryana announced the same.
The department has also put forward a proposal to improve the road net- of areas of a number of areas, including Sectors 58/61, /62, 60/63, 62/65, 63/64, 65/66, 68. Construction of smaller flats, as an option of providing housing to low- and medium-income groups, is also under consideration. Areas would also be reserved for infrastructural development, so that the environment of the sectors would not be impacted in a huge manner.
As per the new policy, the minimum required width of roads in a residential sector would be about 12 metres, while the open spaces in a colony would have to meet the minimum norm of 2.5square meters per person.
The Chief Managing Director of Supertech Limited, Mr. R K Arora stated that the high-density policy benefits both buyers and developers. The Huda in the public sector and the licensed colonizers in the private sector have played a prime role in the planned development of Gurgaon-Manesar Urban Complex. Both have collectively developed around 8,000 hectares for residential, commercial, institutional, and industrial purposes.
Realty projects:
A number of top notch developers like ILD, Era Landmark and Supertech Ltd., have already launched their realty projects near the Golf Course, in Sector 68. Some of the projects in the area include Araville 2 by Supertech Limited, which offers 3- and 4BHK units and Sky Ville by Era Landmark, featuring 2 and 3BHK apartments of sizes varying from 1,200 sq. ft. to 1,800 sq.ft.
