New tax rate for unauthorised colonies
The North Delhi Municipal Corporation will soon imposed new tax rate, as thousands of residential properties in unauthorised colonies, North Delhi will be brought under the tax net. NDMC will start collecting the property tax from the unauthorised colonies and the move aims at augmenting the revenue without imposing any new tax.
The major source of revenue for NDMC comes through collecting the property tax. The NDMC will also issue a unique property identification code to each of the properties and start collecting property tax from them subsequently.
What is UPIC:
The special code identifies each property and keeps a record of whether tax has been paid or not. The corporation has now asked its house tax department to consolidate the unique property identification code (UPIC). UPIC will now be enable the civic body to maintain a database of each property under its jurisdiction.
Survey by NDMC:
Major survey will start from the second week of July and the contract will be awarded within the subsequent 15 days. Apart from the regularised colonies this survey will also be conducted on unauthorised regularised colonies and urbanised villages. For this survey, NDMC will hire an independent agency.The existing properties along with the map of the buildings will be surveyed. On the basis of its size and other factors bill will be generated on the spot.
NDMC has approved around Rs 12 crore for surveying the properties under its jurisdiction so that each property can be given the UPIC. The proposal was put forward in the budget.
for the year 2013-14.Officials said that the hand-held devices will be GPS-enabled so that the data captured from it can also be transferred on real-time basis to the property tax server at the data centre of the Corporation.
However, there are 895 unauthorised colonies in south and more than 400 colonies are scattered in south-west and north-west region of Delhi. While this process takes place, the corporation has floated the terms and conditions in the tender documents. According to the NMC an estimated 40 lakh properties exist in the Capital but only Rs 10 lakh are assessed for property tax due to the absence of proper data. Hence, there are around nine lakh properties in North Delhi but only one-thirds pay the tax.
