PMC Development Plan Implementation Requires 25,000 cr.
According to the new Development Plan for Pune city, it is estimated that a total of Rs.25,000 crore would be required, to improve the infrastructural needs of the city. The DP concentrates on the development of the city within a span of 20 years, from 2007 to 2027.
Development Plan for the year 2007-2027 has been designed, taking extra care to provide special provisions for a number of amenities. The same been developed after analysing a number of factors like labour force, fertility, growth rate, mortality, migration, territorial expansion ; and results from a various surveys like the demography survey , populations projection, age distribution and sex ratio of projected population.
Planning area
Land zoning proposals under the DP have been planned according to the estimated population the city would observe, by 2027. The planning area under the development plan is divided into six sectors, which are within the municipal limits, as shown below:
Sector I – Congested area (Core city)
Sector II – Southern suburbs, which includes Parvati, Dhankawadi, Katraj, Munjeri etc.
Sector III – Southwestern suburbs, which includes Erandawane, Kothrud, Hingne Budruk, Bhamburda, etc.
Sector IV – Northwestern suburbs, which includes Shivajinagar, Sangamwadi, Aundh, Pashan, Bopodi, etc.
Sector V – Northeastern suburbs, which includes Lohegaon, Yerawada, Wadgaon Sheri, Kalas, Dhanori, etc .
Sector VI – Eastern suburbs, which includes Hadapsar, Ghorpadi, Mundhwa, Wanawadi, Kondhava, etc.
Main areas of development
The DP drafted by the civic body is applicable to the old city area which comprises an area spread in a diameter of approximately 147.85 sq km. About 921 reservations covering 1000 hectares for amenities like health, education, recreation, etc. have been made for the purpose.
Areas will be acquired or the landowner would be allowed to develop primary schools, high schools, dispensaries, maternity homes, hospitals etc., at specific sites in different sectors. In addition to development of these amenities, land would be acquired for the establishment of shopping centres and construction of children’s playground, parks, water sports and gardens. Setting up of civic and cultural centres, fire brigades, commercial centres , dhobi ghats, dormitories & night shelters, old age homes , timber industries and a Spastic and Handicapped Rehabilitation Centre are also considered under the Development Plan.
Allotment of parking space is a main aspect which would be considered during the implementation of the plan, The Pune Municipal Corporation would acquire land and develop the same, and also take care of its the operation and maintenance works, According to plan, PMC would maintain the parking lot as either open parking, multi-storeyed parking or mechanical parking.
Cluster development of dilapidated ‘Wadas’, which are traditional mansions spread across Pune, is one of the major proposals of the DP 2007-2027. Development of Pune metro rail and expansion of main roads are some of the other main proposals, which, once implemented, would change the realty scene in Pune.
Cost and Implementation of Development Plan
The total cost of the Draft Development Plan is Rs. 25,806.07 Crores. As per the detailed cost of acquisition and development report, Rs.6739.08 crore would be spend in site acquisition and about Rs. 8652.99 crores, in site development. About Rs. 6870.67 crore would be spent for road acquisition and Rs. 2770.34 crores, for road development. In addition to these, Rs. 773 crore would be set apart for the development of tunnels, bridges and flyovers. A total cost of about Rs. 13834.48 crore would be saved, through cost of reservations, acquisition and development through development TDR, U/S N2.3, PPP, FSI and BOT.
The development is divided into 4 phases, and for the first ten years period of time, a total budget of Rs. 3570.96 has been worked out. The revenue would be collected through development charges and premium charges, premium FSI, Central Government finding and other grants for projects, and funding under DPDC.
During the first phase of development, it is estimated that about 372.3 hectares would be developed for commercial, education, health, services, garden and parks etc., at a land cost of Rs.2384.51 crore and a development cost of Rs. 3551.56 crore. During the second and third phases, 361.95 and 322.17 hectares of land would be developed, respectively. While the 2nd phase is estimated to be completed with a development cost of Rs. 2833.41 crores, the 3rd would be completed with a development cost of about Rs. 2268.02 crore. The last phase of development is estimated to be undertaken around 1056.42 hectares of land, at a next expenditure of Rs. 8652.99 crores.
