Proposed norms for floor extention in Delhi
Delhi Government has come up with new policy to meet the demand of the real estate investors in Delhi. They will soon approve a new policy to carry out construction of additional floors in residential flats having multiple ownership.
This new policy will provide a relief for the endless waiting for the developers and the house owners. According to the Urban Development Minister, the authority is planning to allow the construction with production of no-objection certificate (NOC) by people having right over third floor from the other floor owners for expansion of building.

2013 is not the first year where this policy is in the process to get a green signal. Delhi will get major relief as the government has relaxed norms for construction of additional floors in residential flats having multiple ownership with an aim to weed out corruption and help people get their building plans sanctioned without any hassle.
The master plan of Delhi 2021 also allowed construction of third floor in residential areas according to the approvals by Supreme court in 2007 and the it stayed same till the provision it came out with its final order on MPD.
In 2008 march the construction of third floor in residential areas on the condition that owners of the flat will have to submit an affidavit saying that they will abide by the final decision of the court on the validity of MPD-2021.
New norms of floor extension:
The occupants of the existing floor will also have the option to construct one more floor although the municipal corporation will have to take decision on applications purely on merit for the old construction, which are existing. The municipal corporations not to insist on production of NOC for giving approval for construction of third floor if they are satisfied with structural safety of a building and compliance of building by-law.
The additional floor if opted by all the buildings, Delhi will essentially increase the infrastructure requirement.
Critical appreciation:
Even though this policy will be great relief for Delhi people, however municipal corporations refused to comply and commented that it is ‘very ambiguous’ and ‘vague’.The Delhi government is now working on a policy to allow construction of third floor in flats having multiple ownership and ensure transparency in approval of building plans.
The worry of the municipal corporation that this building are old and not safe for construction of three or four floors. The contractors or builders of Delhi, construct extra floor even though they are given permission for three floors. They will construct the fourth floor, hence the corporation about expansion of the building is not very satisfied.
The municipal corporations will allow if the survey of the buildings are structurally safe and title of ownership is clear then there should be no issues with sanctioning the building plan. Although they commented that they will come out with the policy very soon.
