Rapid Rail will connect Delhi with NCR suburbs
A ‘Functional Plan on Transport for NCR-2032’, was prepared by the National Capital Region Planning Board (NCRPB) earlier. The same recommended construction of eight RRTS Corridors, which would help in connecting important towns of the NCR with a high speed rail based commuter transit system.
The Government of the National Capital Teritory of Delhi (GNCTD), Government of India, the NCRPB and the State Governments of Uttar Pradesh, Haryana and Rajasthan had signed a Memorandum of Understanding (MoU) in June 2011, for the formation of the NCRTC.
The Delhi-Soni-Panipat corridor would cover a length of 111 km, while Delhi-Gurgaon-Alwar corridor would be covering a length of 180 km. The Delhi-Ghaziabad-Meerut corridor would be the shortest line, covering just 90 km.
Delhi would now be connected soon, to the towns of Alwar, Meerut and Panipur in a more efficient manner, with the implementation of the National Capital Region Transport Corporation (NCRTC), formed under the Companies Act, 1956. The same, approved by the Union Cabinet would look into designing, developing, implementing, financing, operating and maintaining Regional Rapid Transit system (RRTS) in National Capital Region (NCR).
Cost of development
For the development of the corridors, a share capital of Rs. 100 crore would be provided. This would include shares contributed by different parties. While 45% of shares would be contributed by Urban Development and the railway ministries, the NCR board would provide 5 percent and governments of Haryana, Rajasthan and UttarPradesh would contribute 12.5 percent each. Urban Development (UD) Secretary Sudhir Krishna informed that he would advocate several methods for raising of financing. These include methods like levying of impact fee and loans from domestic sources for raising of finances, and allowing additional Floor Area Ratio (FAR). The actual cost and finance planning, along with RRTS alignments and real estate development plans, would be frozen in the Detailed Project Reports(DPRs). The DPRs would then be submitted for sanction. Currently, the corporation is under process of finalizing the same. The commission would be set up after the approval of the cabinet, within 2 months. RRTS project in the National Capital Region would be undertaken by NCRTC. The corporation is envisaged to undertake design construction, operation and maintenance of the RRTS project on a similar pattern as the Delhi Metro Rail Corporation (DMRC).
Stipulated time of construction
Three Rapid Regional Transit System (RRTS) corridors would be built by the corporation (NCRTC). It would connect three major NCR cities with Delhi. Delhi- Gurgaon-Alwar, Delhi-Ghaziabad-Meerut and Delhi-Panipat would be the major routes. It is estimated that the construction of the RRTS corridors would be completed within 5 years.
The RRTS corridors are expected to transform NCR, to a great extent. More than 40 stations would be built on the corridors, and an average of 4-7 lac of commuters are estimated to make use of the system. RRTS would enable fast and comfortable transit to NCR towns and meet the growing demand for transportation. All the regions in the NCR would be easily accessible and hence, development would take place in a fast pace. Real estate industry would be highly benefited by the system, and price values of land are assured to shoot up.
