Govt Launched CLSS-Awas Portal For Tracking PMAY Application
About Credit-linked Subsidy Services Awas Portal (CLAP):
On 25th November 2019, the Union Govt launched the Credit-linked Subsidy Services Awas Portal (CLAP) under Pradhan Mantri Awas Yojana-Housing for All (Urban). Now, people seeking to avail housing subsidy under the PMAY (U) will be able to track the status of their applications.
At the launch of the Credit-linked Subsidy Services Awas Portal (CLAP), the Union Housing and Urban Affairs Minister said that grievances of beneficiaries will be addressed in a much comprehensive and organized manner.
The portal was launched along with the signing of agreements between the Union Housing Affairs Ministry and state govt for the construction of LightHouse projects under GHTC-India.
Under the Credit Linked Subsidy Scheme (CLSS), the center will provide an interest subsidy of up to Rs 2.67 lakh on home loans to people, which decreases the principal outstanding amount of the loan.
Credit-linked Subsidy Services Awas Portal (CLAP) will help other stakeholders to work in synergy for the release of subsidy to beneficiaries on time.
What are the objectives of the CLAP Portal?
The CLAP portal aims to provide a transparent and strong real-time web-based monitoring system for the beneficiaries of the Credit-Linked Subsidy services (CLSS).
What are the benefits of the CLAP Portal?
The CLAP portal will help the beneficiaries to trace their application status online in actual-time. It will also present a transparent real-time monitoring system for credit-linked subsidy services.
This portal would also benefit the other associates to work in solidarity to deliver subsidy to the beneficiaries on time.
What is Light House Projects?
The Light House projects are model housing projects that are made using shortlisted alternative technology along with physical and social infrastructure facilities fit to the geo-climate and risk provisions of the region.
The Light House projects can display and deliver ready to move-in houses rapidly than the normal construction, which are cost-effective, reasonable, sustainable and excellent with a better quality of construction.

The Global Housing Technology Challenge-India (GHTC-India) was launched by Prime Minister Narendra Modi in January 2019 as a part of Construction Technology Year. This special effort aims to identify and standard choice and creative technologies from across the globe through a challenging process for faster and cost-effective development of affordable housing projects.
Pradhan Mantri Awas Yojana (PMAY-U):
Pradhan Mantri Awas Yojana is a govt initiated scheme in India which aims to offer affordable housing for the weaker sections to ensure “Housing for all by 2022’’. Launched on 25th June 2015, PMAY targets to construct 2 crore homes in a phased manner across the country for the urban poor by 31st March 2022 before the nation celebrates her 75th independence.
The govt, in association with real estate builders, envisions the construction of affordable houses by eco-friendly methods in selected cities of India. The last date to apply for PMAY Scheme and avail subsidy on Home Loan is 31st March 2022 but the last date for the MIG (1 & 2) categories under CLSS was 31st March 2019. For successfully achieving the targets, the govt has announced Rs 25,000 crore Alternative Investment Fund for realty sector.
Under this scheme, there is a Credit-Linked Subsidy Scheme on home loans for properties in the urban markets belonging to Economically Weaker Section (EWS), Low Income Group (LIG) and Middle Income Group 1 & 2 (MIG). It can be availed for new or resale purchase of a home, construction, or for extension or improvement of rooms, kitchen, toilet, etc.

Minorities |
People hailing from minority groups like SC/ST/OBC will fall under minorities. To be considered under the PMAY scheme, these people need to meet to provide relevant caste and income certificates. |

Note:- For EWS and LIG, it is mandatory for a female to be the property owner. In certain exceptional cases, the lender may inform you. Also, the applicant or its dependents should be a first time home buyer and should not own a pucca house at the time of availing the scheme.
Besides this, there is a basic requirement an applicant has to meet. For instance, if the beneficiary is a family, it must comprise of a husband, wife, and unmarried children. Also, no person from the family should own a house in their name.
The applicant’s family must not own a house in any part of the country.
In the case of a married couple, either a single or a joint ownership deal is allowed, and both options will receive just one subsidy.
The applicant’s family must not have availed the benefit of any housing-related schemes set up by the Government of India.

What are the documents required for availing CLSS facilities?
Documents required for availing CLSS includes:
- KYC Documents & Photograph
- Aadhar Card is mandatory
- Salary slip or Certificate & updated bank statement for salaried applicants
- Income Tax Returns of the last two years and bank statement for self-employed applicants
- Self-certificate/affidavit as proof of income
- Customer declaration undertaking
- Additional Application form
How to get the subsidy under CLSS?
- Apply for a home loan from a primary lending institution seeking subsidy.
- If eligible for the subsidy, your application will be forwarded to the Central Nodal Agency (CNA).
- If it’s approved, the CNA will disburse the subsidy amount to the lender.
- This will be credited to your account, thus reducing the total loan amount.
- For instance, if your annual income is Rs 7 lakh and the loan amount is Rs 9 lakh, the subsidy will be Rs 2.35 lakh.
