Karnataka has added two more layers of protection in the property registrations to boost the in-corruption of the property transactions. This action is probably the first by any state government to date.

This move is intended for restricting duplication and other irregularities during property registration. This move also comes in the wake of the Kaveri Software, which contains the property records database, being hacked.
Apart from OTP, uploading scanned copies of supporting papers of a property being registered will also be compulsory. These rules are expected to strengthen the online system and restrict the unauthorised alterations of software in the future.
The Department of Stamps and Registration is ready to present the new system based on a one-time password (OTP) across Karnataka in about 2-weeks.
The first layer of security involves seller uploading the scanned property documents including khata certificate, the tax receipt, and the RTC, where applicable, on the website ahead of registration of transfer of property ownership. Once launched, both buyer and seller in a transaction will receive a one-time password (OTP) to authenticate the registration of the deed.
This system was introduced on a pilot basis in Shivamogga about 2-weeks ago. “Our experience has been positive. We plan to introduce it in two more districts before launching it full-fledged across the state,” KV Thrilok Chandra, Inspector General of Registration told ET.
Officials believe that these two features will function as reliable proof in the case of any efforts at imitation or fraud of land documents. The Kaveri software presently takes only the photo, thumb impressions, and identity proof of the buyer and the seller of a particular property. The uploading of documents and OTP will further improve security features.
Karnataka registers about 10,000 property registrations every day, with Bengaluru making a recording of about 70% of the total registrations.
