Transfer Electricity Meter in Your Name without paying any bribe

There are number of stories where apartment owners successfully transferred name in electricity meter from previous owner to their name without paying any bribe. Transfer of electricity meter to your name is simple and hassle-free process. In Bangalore and in the eight districts of Karnataka, Bangalore Electric Supply Company Limited (BESCOM) is responsible for power distribution. Transfer of name is important as the electricity bill is one of the valid proofs for residential address and the property owner.

The transfer of electricity meter is important during sale of property, transfer of ownership, transfer to legal heir in case of death of property owner or transfer for other reasons. For the owners who have not transferred the name in your electricity bill, following are list of documents and procedure for transferring electricity meter.

Documents required for transfer of Electricity Meter

  • Application for transfer of Electricity Meter: Get an application form for transfer of electricity meter from your nearest BESCOM office. Note down the serial number of your Electricity meter and current electricity meter reading while filling the application. You can download application from the BESCOM site. The list of all Service stations and the list of all officers along with their contact numbers are given in BESCOM website.
  • Copy of Latest Electricity bill: You need to enclose the last paid electricity bill along with others documents for transfer of electricity meter. Ensure that you paid your current electricity bill before you apply for the same.
  • Copy of Property Tax paid receipt: Enclose a copy of latest property tax paid receipt.
  • Copy of sales deed: This is a crucial document as it proves that you have become the owner of the property. Enclose a copy of sales deed along with your application for transfer of Electricity Meter. For property owners whose documents relating to property is with their bank or lending company, they can enclose attested copy of sales deed. Attestation can be easily done from notary or bank. Notary or Bank mentions that original copy is with them and photocopy of sale deed is as per original.
  • No Objection Certificate: The NOC from consumer in whose name the electricity bill or meter exist should be obtained by apartment owner or transferee. This letter indicates that builder or previous owner has no objection for name change on electricity bill.
  • Copy of Khata: Khata is an account of assessment of property owners within BBMP (Bruhat Bengaluru Mahanagara Palike) jurisdiction. Khata is not mandatory for transfer of electricity meter. You can get electricity meter in your name without Khata.
  • Indemnity form and lighting agreement: These two forms can be obtained from BESCOM office. Indemnity bond form as per annexure I is important in case you are not the owner of premises.
  • Inventory list: Prepare a list of inventories or electrical appliances in your home. Inventory list can be mentioned on a white paper mentioning number of geysers, fans, TV, refrigerators, Washing machine, plug points in your home etc.

Procedure for transferring Electricity Meter

Draft a letter (Sample Letter) addressed to The Manager, BESCOM stating a request to transfer the name of your electricity meter. Make sure you mention Meter RR number (mentioned on your electricity bill), Name and address of previous owner or builder, your name and address, serial number of your Electricity meter and current electricity meter reading.

Enclose the documents and duly filled application with letter. Make sure to pin up all your documents in a file and submit it to The Junior Engineer (JE) in the BESCOM office in your area. Take a photocopy of all documents you are going to submit with your application. This will be useful if your BESCOM official fail to respond.

After verifying your application and documents, JE will provide you report. This does not involve any fee and you can get it done without bribe.

Get back your entire file with the Report from the JE and go to the BESCOM office in your area. Submit your file along with report received from JE. Make sure you take along the originals of all the documents you have. They verify your documents and sign it saying verified documents. They will direct to another official who give you an acknowledgement and slip asking you to pay transfer fee.

Pay fee for transferring the ownership it may range from Rs 100-200. Collect the receipt of payment. Transferring ownership of electricity meter will take 7 to 15 days. Follow up with the BESCOM official.

    Can u tell us what needs to be done if the official fails to respond? Because now it’s almost 1.5yrs since we submitted the application for meter transfer.

    Dear Rahul,

    You can contact your nearest BESCOM office for knowing the status of your application with Meter RR number and copy of last paid electricity bill. This will help them to inform you what next. If still official is not responding or they expecting some bribe.File RTI application.

    If U have copies of docs which U have submitted to concerned J.E. File RTI application for knowing the status of application. If U dont have docs make a detailed written application with meter details such as Meter RR number (mentioned on your electricity bill), Name and address of owner or builder mentioned on your electricity bill and copy of last paid electricity bill. Submit them to nearest BESCOM office & wait for 10/15 days & file RTI application for the same.

    While filing any RTI application make sure you ask for information not for opinions. Application must be sent by Registered or Speed post so that you have a proof of delivery or you can submit it personally in PIO’s office after receiving due acknowledgment.

    We brought an independent house from one person. He had not transfered the electricity meter in his name. Its still in the name of the person from whom he bought. We consulted an electrical contractor for transferring the meter into our name , he is charging Rs.4300. He says we have to pay some mmd etc. can you please tell the correct procedure. for changing into our name.

      If previous owner had expired then N.O C has to be obtained from his legal hier or  else  you may have to pay additional deposits which can be assessed  from reviewing yhe scanned bill . please arrange  to send the scanned copy of the  bill to E-mail hemachandratd@yahoo.com

      How much he (Hemachandra) charges for that, whats my observation is that first he asks for size/bedrooms of flat/home depending on that he tells his rate. But I dont understand how it is linked with meter transfer because that is same for all (seems he checks the paying capacity first). whats your opinion.

    The address on my e-bill after BESCOM connection transfer was not entirely correct. Mr Hemachandra followed-up the matter with BESCOM and got the address corrected to my satisfaction. He is a gentleman to the core and not money-minded. My thumbs-up for him for such BESCOM works!

    I checked for indeminity bond in bescm office. They asked me to purchase from nearby electric contractors association and they are charging Rs.500 for bond.

    my son purchase house getingSBI loan at NO: 129, KSRTC layout Chcikkalsandra, Bangalore 560061 and I have submiited Name transfer from Jayees R Sheth to M.Mohan after paying Rs.100/ One hundred along with all documents on 13th JULY,2011.but till today 3rd October,2011 name not yet transfer to  M.MOHAN. the document submitted to S 5 Sub Division ISRO LAYOUT Office one Mr. Santhosh.     I sought the help of Mr. T.D.Hemachandra , who is retired from BESCOM for transfer to my name Electrical connection of my flat in J.P.Nagar 5th phase in Bangalore. He was quite helpful and it took about a fortnight for the work to be done.He charged me Rs. 1500/- as service charge plus Rs. 1500/- as deposit charges since I could not trace the original owner . If the original owner in whose name the bill is is available then a form signed by him giving permission to transfer the connection will suffice. No deposit charges is required to be paid, except a nominal fees.If you do not have the time to do on your own then Mr. Hemachandra is the man you are looking for. Further detail like downloading requisite forms can be done through BESCOM website or Mr. Hemachandr would help you help you out for this problem in Bangalore.

    My father expired on 25th December, 2011. The house where he used to stay with my mother in Hubli, is in his name only. And so is the electricity meter and bill. Is it necessary to transfer/change the same on my mother’s name?? If so pls. let me know whom i should contact in hubli. thank you.

    The simplest way of making sure the correct person is being billed(which is the only purpose of an electric/water meter) is to issue the bill either in the name of the owner(based on sale deed) or the lessee(based on lease agreement). This is the standard the world over. Some countries mandate that the landlord must pay the water charges for residential leases, so the water bill is always issued to the owner, who builds the cost into the lease price. If a lessee fails to terminate his account prior to the end of his lease(or his breaking of lease), then he is legally responsible to pay the bill until he notifies the electric/water company.

    When you complicate matters, you only create more opportunity for harassment and corruption. I see no reason to include a copy of the sale deed AND property tax receipt AND khatha AND inventory list, blah, blah, not to mention that there is no need for the utility company’s employees to have access to your tax records. The electric company is not in the business of tax enforcement. India complicates even the simplest procedures, which is why the corruption index is so high. Add to that the unimaginable waste of time for people to run around making unnecessary copies, and standing in line at half a dozen different counters, while more likely than not having taken time off from work to do so.

    I have completed all the formalities and now the BESCOM officials are calling me to collect an official memorandum confirming the change in the name. What should be the contents i should check in that memorandum?

    I am reselling a flat in Bangalore which was recently brought 4 months ago. The electricity meter is not yet transferred to my name and is still under the builder’s name. Is it mandatory that I get the meter transferred to my name first and later get it transferred to the 2nd owner? or can it be transferred from the builder to the 2nd owner directly?

    My Name is Akash. Seeking ways to transfer name I read your blog about the same. Its a gr8 effort by you. I also wish to change the name in the Elec. Bill but unable to understand from where to start. Actually my scene is bit different form those of the others and is as follows:-

    1. Builder Sold the flat to “A”
    2. “A” Sold the flat to “B”
    3. “B” sold the flat to Me
    4. The connection is in the name of “X” since starting. (“X” is not the Builder himself)

    Neither “A” nor “B” Changed the name. So the bill since starting is coming in the name of “X”. It has been nearly 10 yrs.

    Can u help me to know how to proceed now?

    Dear All,
    I purchased a flat in Bangalore from a builder in 2006 who had constructed the property as a JD with the land owner.The builder had left the project before handing over all the completed formalities. I had occupied my flat in 2008 and got the flat registered to my name in 2010. I have also paid and am paying my Property tax under my name regularly. The meter though is still in Land owners name and they are kind of not transferring or providing a NOC for the transfer of Meter. Is there a way to get the meter transfer done without land owner’s NOC? Your suggestion on this is greatly appreciated.

    I want to appreciate Mr Hemachandra’s efforts in getting my electricity meter transferred to my name.

    It took more nearly 2 months, but I did not have to run around.

    I met Mr Hemachandra in June and handed over the required documents.

    From August, the elec bill has been coming in my name.

    The above said meter no. is in the name of Mr. Narasimha Vittal Prabhu.
    The housed was purchased by my father in law long back and he is no more. Because of no body were staying in that house since five years the house was locked and we couldn’t get the bills.
    At the time of survey by the KEB people before going for the computerization of the billing system in Kumta Town which comes under Hubli Circle , the house was locked and they have not taken the meter reading nor they have informed us that they require meter reading to keep our meter connection alive.
    When I approached Mr. Patgar-A E E, who is heading Kumta area, in the month of September, He told me that at present they can not do anything with the software done by the Infosys Bangalore. Mr. Prabhushankar(9686615239) who is the leader for the softwear developed for the KEB can only do the changes i.e keep the meter reading alive, if I give my Meter no and ID no.(which is given above). Mr. Patgar-AEE also tried from Kumta to Mr. Prabhushankar to discuss about this matter and solve the problem for us. But unfortunately he couldn’t get him on the phone and he directed me to get in touch with him and every day I am trying his no it is ringing and no response from his end. Hence this appeal.

    Kindly do the needful for me.

    I am in process of changing name for my newly owned flat. I went to BESCOM and got inputs on what is required as mentioned in this article I have all documents but didn’t understand where to get POWERSUPPLY AGREEMENT/INDEMNITYBOND since the person I contacted in BESCOM told me to check with electrical contractor for these docs and that she is not aware where these are available.

    Could you kindly advice ?
