Transfer Electricity Meter in Your Name for Bangalore Apartments

BESCOM-Bangalore Electric Supply Company Limited is responsible for power distribution in Bangalore and other districts in Karnataka state. Citizen can transfer the ownership of BESCOM meter in case of transfer of property, transfer of ownership to legal heir in case of death of property owner and transfer for other reasons.



Documents required for transfer of Electricity Meter

NOC from builder or previous owner:

Get your no objection certificate from builder or previous owner to transfer electricity meter name.

Application from BESCOM:

Fill up the application for transfer of ownership of electricity meter including the consumer number, previous owner’s details and your details.

Attested copy of sales deed:

It is very important to enclose the attested copy of sales deed for showing the property is transferred from builder or previous owner to your name. Enclose the copy sales deed when submitting application or letter for transfer of ownership of electricity meter. Attestation can be easily done from notary or bank where you had taken loan against your property.

All Electric Home (AEH) form and indemnity bond form:

These two forms can be obtained from BESCOM office. Indemnity bond form as per annexure I is important in case you are not the owner of premises.

Address proof:

Need to enclose a copy of permanent address or details that prove your address. You need to enclose PAN card number if any. Application must contain your contact detail and telephone number.

Electricity bill:

You need to enclose the last paid electricity bill and must clear any arrears before the transfer of ownership of electricity meter.

Procedure for transferring Electricity Meter

Write a letter on plain sheet to BESCOM requesting the transfer of ownership of electricity meter including consumer number, details of previous owner and your details. Enclose the documents and duly filled application with letter. Get your documents verified by Assistant Engineer or Junior Engineer (JE). JE will provide you report after verifying your report.

Submit the report at BESCOM office and pay fee for transferring the ownership it may range from Rs 100-200. Transferring ownership of electricity meter will take 7 to 15 days.

You will need to carry original documents of your property and Khata for verification documents. When transferring the ownership of electricity meter to legal heir incase of death of property owner, you need to carry death certificate or other evidence to prove you are legal heir of owner of property and there is no objection in transferring ownership to your name. Before transferring the ownership of electricity meter, you need to clear all arrears and pay difference if any.

    I have purchased a flat on Sarjapur Road on 2nd sale basis. For transfering the Electricity Meter in my name, I got the reference of Mr. T.D.Hemachandra, aretd. oficer from Bescom, whom I found very helpful. He facilitated me submitting all the relevant Documents to Bescom and with 3 weeks time, the Office Memorandum was signed approving the name change. I thank Mr. T.D.     Hi,
    I recently bought a flat which was constructed in 2002. The name on the meter is still that of the builder, and i am the 4th owner.
    Builder –> 1st party (outside the country) –> 2nd party (outside bangalore) –> 3rd party (in town) –> Me.

    In this do i need to get a NOC from all the parties involved or just 3rd party (immediate seller from whom i purchased) and/or the builder (since the bescom bill is still in the builder’s name).

    Any advice is highly appreciated.

      You have to procure the N.O.C from the Builder If the bill is comming in the name of the builder. you need not have to procure From all the three.     I bought my house in 2007 and it is located in Jaraganahalli (near J.P.Nagar 6th Phase).
    Till now, I haven’t got the Electricity Meter transferred to my name – The main reason being, I didn’t have to time to pursue this.

    So, I want to know, what is your fee for this service?
    If you don’t service this area, can you please suggest me a person/agency who will do this?

      Hi Mahesh,

      As per my knowledge, Khata Trasfer is not so expensive deal and if the builder asking for Rs 25000 for the same, you can co-ordinate with other apartment owners and can be done in a group. As you said if your agreement mentioned cost of flat includes car park and KPTCL/BWSSB, then you can seek your legal expert help for dealing with builder who charging unfair or extra cost on your property.

    I have sanctioned limit of 3kw & my monthly consumption units are 440. therefore is there a need to increase the sanction limit. if yes then what is the procedure? & also how many units are equal to 1kw.

      There is no need to increse your connected load from 3 K.W to higher value Since you are usng more Electrical gadgets like Boiler/ washing M/c Vaccume cleaner Refrigaratur and you may be staying in 3 BHK please scan your bill and send it to my E- mail. Further to your question If one kw is used for one hour Then your energy meter will recod one unit which we call as one KWH or one unit.       You have to obtain the N.O.C from the person whose name is appaearing in the Bescom bill Along with the notorised copy of the sale deed you should also produce the agreement between the one of the land owner and the previos owner and to establish the athenticity

    I had purchased a under construction flat near cisco outer ring road, Now I had occupied it, Recent on Jan 1st 2012 We got the new meter connection done for our apartment. Now when should I initiate the meter transfer from builder’s name to my name. Should i wait till first month bill gets generated or can do the transfer even before that. I am waiting for an address proof for my own flat. I am thinking that electricity bill would be best one for such documents. Khata transfer is not yet done and i heard from the above conversation that it is not mandatory for meter transfer. Suggest me the process so I can get in touch with you.

      I wish to state that you must get the first bill genarated to initiate the processing , You must enclose the xerox copy of the bill along with the application. You can use Electricity bill for address proof. Khatha is not mandatory If it is there it is a sapporting document
      How ever tou have got to produce Notorised copy of the sale deed or else a letter from yhe Bank to establish that you have pledged the origanals in the bank you have taken loan from and Bank letter must invariably contain the the sale deed registration noan date. Further You need to produce N.O..C from the builder/owner. you are at leberty to get in touch with me any time between 10.am and 6 pm

    I own an independent house in TC Palya, Bangalore. My address as per the BESCOM records (and the bill) is #25, TC Palya. I cannot use the bill as an address proof as there could be many “#25″ houses in TC palya.

    On a fellow resident’s recommendation, my husband contacted Mr.Hemachandra for the BESCOM bill name transfer. He was very organized and followed up promptly when additional documents were needed. Also when the process was complete, he delivered the documents. There was an issue with the name change and the address was not correctly changed. He followed it up again, and got it corrected within a short time.

    Mr.Hemachandra do you get power sanction for commercial Buildings too.
    I have a under construction building for which i have to get power sanction it has basement,Ground +3 floors(12500 SQ FT) i was looking at 80-90 kW LT connection
    if in future i require additional power do i have to surrender my transformer to BESCOM(does it become bescoms property)
    and again install a new transformer for HT.

      I Will arrange to get you power supply to your premises.

      Since yours is a commercial complex, I advice you to take Power supply on H.T basis only which will be benificial to you and you get the voltage rebate.
      If you take L.T. you have to get the The Transformer errected on self execution basis and it will be your property for one year and later it will automaticaly becomes the property of the bescom.I will be able throw much infermation If you could come to my E-mail.       The present cost of energy meter 1) Single phase – Rs 1200/-
      2) 3 Phase -Rs 4200 you have got procure yourself Please ask for Test certificate and the Firms bill/guarentee cord.Thease present market rates at present

      I wish to state here that If any person is unable to procure the N.O.C . There is an option available as per the standing rules That is you have got to pay additional MMD/MSD charges which is directly propotional to the connected load/ Sanctioned load/ or the consumption Energy charges which ever is higher for which you will get the official Recipt and please note that it is not the hidden charges.
