Delhi govt to take up development works in illegal colonies
The Delhi government is planning to carry developmental work in around 159 unauthorised colonies situated on forest land and the ridge area in the nation’s capital. The residents of these colonies will get access to basic facilities, which they were deprived of so far.
It was found that around 15-20 lakh people have been residing in these unauthorised colonies and therefore, it is not an easy task for the Delhi government to displace them on such a large scale. It is being heard on large that, looking forward for electoral benefits in the upcoming Assembly polls, the Government has taken the regularisation of these colonies on the top priority.
The Urban Development Department (UDD) has come up with a way to carry on the developmental work in these colonies, which was lying pending owing to several objections by the Environment Department for a long time. The Supreme Court orders and few other legal technicalities had been posing threats for the regularization of these unauthorized colonies.
Sources from the UDD revealed that the department has already started seeking clearances from the Environment Department under special clauses. In order to get approvals, the authority is looking at special clauses under which permission can be taken or separate laws can be framed, by the means of which the prevailing ones can be overruled and permissions can be granted for the regularisation of these colonies.
Recently, the government has proposed development works such as laying of roads, sewage network, etc in 450 unauthorised colonies including the prior mentioned 159 colonies. Few months ago, the government had revealed that it is planning to announce regularization plan of around 120 unauthorised colonies developed on land belonging to the Archaeological Survey of India (ASI) and the forest department.
Among the 159 colonies, 56 fall under the jurisdiction of Chhattarpur which include parts of Mehrauli, Sangam Vihar, Khirki extension, Lado Sarai, etc. Some of the political leaders have been pushing forward the development work in these colonies on priority basis.
Earlier, the Chief Minister of Delhi had requested the Union Urban Development Minister Kamal Nath to make some changes in the guidelines which would be helpful in giving the regularising these colonies.
The amendments in the guidelines are necessary to give regularisation tag to these colonies. Some of the colonies on ASI land are- Begampur, Lado Sarai, Taimoor Nagar extended abadi, Christian colony, Chhuriyan Mohalla, St John church colony Mehrauli, Ladakh Budh Vihar, Shalimar village, Batla House, some parts of Sangam Vihar and Saidulajab, Noor Nagar in Jamia Nagar, Panchsheel Vihar, some parts of Abul Fazal Enclave, Bagichi Bulwark road, Raj Nagar I and II Palam colony, J block Prem Nagar Lal Kuan, Bharola village Sabzi Mandi Azadpur, Islam colony mehrauli, Panchsheel Vihar Khirki village, Kalka Das Marg Mehrauli and Chotiya Palam village.
The colonies located on the forest land include parts of Sangam Vihar, Church colony, Rajpur Khurd Extension, New Sannoth Colony Narela, Mamupur Krishna Nagar, Vikas Vihar Kirari, Issapur near Dhansa village, extended abadi Poonth Kalan, Pawan Dham Bakhtawarpur, Jindpur village extension, Chandan Hulla Extension, Utsav Vihar, Chattarpur extension, Krishna Vihar, Bhargav Vihar colony, Baldev Vihar Kakrola, Chattarpur village, Neb Sarai, Lado Sarai existing and extension, Club Vihar Gadaipur, Ruchi Vihar, C block Aya Nagar, Freedom Fighter Enclave, Pul Prahladpur and Kishan Garh.
