Property Registration card to confer property ownership in Bangalore
As the real estate is growing in Indian cities and metros, demand for urban land is skyrocketing as well. Scarcity of urban land in cities like Delhi, Mumbai, Bangalore, Chennai and Hyderabad has resulted in prevalence of dubiousness in a lot of property deals.
To counter the problems counterfeiting in land deals, the civic authorities in Bangalore have come up with the option of scrapping the existing system of identification of ownership to a property. Only a property card will be a recognised document of land records from now on.
Property Registration card in Bangalore is set to change its countenance and imbue features that will elevate it to a higher ground than just being a document required for city survey. Property card from now on will confer valid title in Bangalore.
The new PR Card
The new property registration card will consist of six pages. The various parts are –
(a) property section which gives details only about the property,
(b) ownership section which gives details of property ownership,
(c) burden section,
(d) security section,
(e) cadastral section,i.e. a map showing the shape, area, dimensions of the property, etc.
(f) an overview map of the location of a property in a locality.
The state government has decided to make the property card a mandatory legal document. It will henceforth be regarded as an identification of ownership of property that you will need for various purpose – any property related transaction, to avail a bank loan, to pay property tax, to get approval for a building plan, to carry out any remodeling or modification to the property, etc.
BBMP project
Making PR card an identification for all property holders is a project started by the BBMP. BBMP has a total of 198 wards under its purview, of which 50 wards will witness the launch of P R Card project in the first phase.
The civic authority has already selected 50 wards on a random basis. The wards have been divided in to two zones and one agency will be put in charge of each zone. The plan is to involve six agencies to carry out property card registration in all these wards. The authority estimates that the first phase of registration will be completed within 12 months and the the whole project will take somewhere around 2-3 years.
The project will be undertaken by the state government with private agencies being hired to carry out the registration. The average cost per property is estimated at around Rs 300-400 and the one time payment will go to the government.
How to issue a PR card?
The state government will send notices to each and every property owners in these wards before the survey starts. Property owners will be required to provide access to the department officials to their property who will demarcate the property.
Then, the property owners will have to provide all the details regarding the mode of acquisition of the property – whether they have purchased it or inherited it or being allotted by the Bangalore Development Authority (BDA).
The property details will then be stored digitally by the state authority. After that, the digitally stored data will be cross checked with BDA, BBMP, Town Planning Department, sub-registrars office and revenue department.
After the database is created and the sot copy and hard copy of all the properties are cross checked, a draft Property Registration card will be created. Then the draft copies will be disbursed to the property owners. In case of any discrepancy in the draft PR card, one can raise an objection within 30 days period. In case there is any disputes regarding a property between two parties, then the matter will be recorded in dispute register.
Once the final PR card is distributed to the property owner, the concerned department will notify them. The card can be accessed by paying a certain amount. If there is any partition/sub-division of property, then a new PR card containing new ownership will be issued in exchange of a nominal fee.
