status of construction of 3bhk flates?

Q: Dear sir,
My son prabuddha roy has opted for a 3bhk flat in anahita.payment upto 5th instalment is already made.LIC housing finance ,our financer has refused to release further amount because of the fact that completion status of the project is only 60%.Please explain & help save the crisis.Matter most urgent.
