Fictitious amounts claimed by the builder before possession

Q: Hi,
the builder is 6 months late in providing possession. I have been waiting since August, 2010 which was the promised possession date of the builder. Inbetween I called them up, and they gave me no indication as to when they would complete and call owners for registration.
Yesterday, I suddenly received a mail from them, claming 1,85,000 as pending dues. This amount was summed up into different fictitious heads like electricity service charge(81,300), legal fees(34,000) and service taxes on these items. There are other heads too, which totals to 1,85,000.
The electricity services charge was never disclosed to me (not sure if other owners knew about it) in this last 3 years, never discussed and informed. This amount they have calculated at the rate of Rs 60/- per sft. Why we have to bear this expense?? and who validates the rate should be Rs 60/- or anything lower??

I have been given just 1 month time to pay Rs 1,85,000. Registration charge of 2,76,000 is seperate. This is atroc

I have just received the letter for taking the possession of my apartment .They have charged 110000 as electricity service charges and also 50000 as legal fees which were never told or mentioned anywhere at the time of booking the apartment. When I enquired they said that allottee has to bear the electrical construction charge and there is a clause on that. But they could not explain the basis of the rate (60rs/sqft).

Arijit, what is the google group where I can join and jointly speak with the builder? I have spoken about my complaints to the Vice Chariman of housing board, and they have inturn sent my letters to Shrachi asking for answers. But in the mean time, elections took place and I am waiting for the new chairman to be chaired. We can take this up with all possible people like HIDCO and if nothing happens, will take the legal course. My concerns are:
1) compensate me for the delay in possession as per agreement
2) Why electricity charges are so high - nearly 1 lac (60 Rs /sqft)
3) Legal fees are way too high- Rs 34,000

Yes, we should discuss this and take this up with the builder together as owners. Let me know if you have received a letter from Shrachi, asking you to take possession of your apartment. If not, please call them up and ask, that what all you need to pay to them apart from registration charges. You will hear from them that there is something known as "electricity service charge" which is huge: Rs 60 per sqft. My flat is 1355 sqft, and it comes to Rs 83000. Top of that is service chargeof 10.3 % on that.
Also, legal fees is Rs 34000. This absurdly high. Service charge of 10.3 % on that too. I had another apartment in Kolkata, where during registration the legal charges charged was Rs 10000. Everything is 3 times the actual cost with this builder.
