Short Circuits due to prolonged stagnant water

Q: My relative in Choolai, Chennai says they are facing a lot of problem due to stagnant water which has also damaged the underground cables. Why aren’t the residents of these areas raising an issue with the municipal corporation?

The residents have in fact complained to the concerned authorities but rather than coming up with a permanent solution, they have done a temporary repair only to make the situation go from bad to worst.
