Can a builder ask for the VAT and service tax?

Q: If the builder did not mention about the VAT and service tax at the time of sale, can he ask for the same later?

I will ask you to approach a chartered accountant to determine what the builder is demanding in place of the same is the correct amount or not. Otherwise you can not completely escape without paying it.
