Hi sanjay,
I hope you were talking about handover of your flat. Now all apartment owners have to form an apartment owners' association for managing apartment amenities and maintenance. Until the association is formed builder can maintain the same and owners have to pay monthly charge to builder. Once the association is formed builder has to handover corpus fund and amenities to association.
