Kids play cricket and run around in terrace causing disturbance

Q: In an apartment complex can any resident rightfully send their kids to the terrace to play cricket and run around causing disturbance to the top floor residents though it is a common area? To my knowledge nobody has the right to use the terrace as a play ground disturbing others. Can anyone enlighten me on this and suggest how this can be tackled? Someone suggested to stop paying the maintenance until the problem is resolved.

It depends on the rules and regulation being followed by all the members of that appartment. also if their is any space given by builder than use it for playing etc.
