Construction incomplete

Q: Dear Sir,
I have recently taken P2 D4B FOR RENT and I have been residing here for about a month. When I occupied the flat, we were not able to use our master bedroom toilet as there was continuous fluttering and howling constantly by the pigeons. When I was trying to find the reason for this, it was shocking that the drainage pipe outer cover (asbestos) which is supposed to be totally covered and there by preventing the pigeons entry, was not fully covered and the partially closing cover not even properly secured to the wall.

TO WHOM SHOULD I ELEVATE THIS ISSUE. KINDLY HELP ME.

Sundar, is it a new project? Has your community formed an Apartment Owners Association? If it's there then you have to address it or else talk to builder only..
