Service and Vat tax not mentioned in agreement but builder asking as extra cost

Q: Hi,
I booked a flat in chennai, on aug 2012 ...At the time of agreement on aug 2012, my builder
have not said about the service and VAT taxes..Now my flat is in finishing stage...Now, they are asking the service + VAT tax as extra which are all not mentioned in

the construction agreement..I made almost all the payment..The Govt have changed the rule from 1st July 2012...But we signed the agreement on aug 2012 ,
From this its clear that the mistake made by the builder and not me...Could any one please tell me how to proceed in this issue?..To whom should i complaint about this?

i think First check you document of agreement properly if in agreement nothing found regarding vat taxes then you are responsible for this VAT Taxes. May be i am wrong , please take the advise from any taxation adviser.
