Q: Hi , I have heard that there are many parts of Delhi NCR where completion certificate is not necessary for bank loans. I feel this should be made mandatory for a better transaction. Discuss with good suggestions please.
Hi Sai, The completion certificate must be gotten and deed of apartment must be implemented and registered by builder/developer before giving ownership of an apartment/flat. This move takes after repeated grumblings from many residents as well as property buyers that builders digress from the approved plans for their own benefits and drive them to take possession of apartments.
Hi Guys, As per the latest news, GNIDA announced that builders need to get the completion certificate ,before selling apartments. If any builder will disregard this rule,then strict actions will be taken. Kindly discuss.
Hi Sai kumar, Recently I heard from news that, the Greater Noida Industrial Development Authority (GNIDA) has issued a public notification, saying that builders/developers are not allowed to hand over ownership of residential units to buyers without first getting the completion certificate and cautioned of strict action if the rules are not followed.
@ Sai, As per a senior GNIDA official, under procurements of the Uttar Pradesh Apartment Act 2010, it is compulsory for all builders/developers to get the original building plan approved from the development authority and after that sell apartments strictly when securing the completion certificate for the project.
Hmm Jay, I feel only 10 % of Delhi houses have the completion certificate and 90% do not have it :) Quite strange,. They should have this as the main clause for home loan purpose i feel.
Guys even the developers get the approvals of the blue print from anywhere in Delhi.But this should be mandatory that they should also get the completion certificate of the building in order to as it confirms the cosntruction of the building. Hence not only the authorities but the builders should also provide the certificate to the house owners.
True there are a lot of places where sale deed of an apartment is taken as a guarantee instead of completion certificates of the project. Which is not at all valid and serves no proof! This should be mandatory!
Hmm a very good topic to discuss upon, a completion certificate is the only document which confirms that an apartment has been built in compliance with the building bye-laws. Thus, many illegal flats which are registered in the revenue records are illegal. Unfortunately, financial institutions are more concerned with the status of the revenue records of an apartment instead of the completion certificate.
