Land pooling policy nod government, but still there are areas when Govt and of the DDA is a difference. You may to assume the risk and put your money, of the DDA day assigns land constructors get your money 2.5-3 times would otherwise remain invest for 10 years to receive the area entirely developed. Well , Arpit, like you said DDA declared two types of land pooling. In category 1- suppose the land is of 20hecters or more than 20hecters, then after pooling land/plot owners will get 60% of the total land. This 60% includes - 53% gross residential, 2% city level PSP, 5% city level commercial.
Another category which is for plots coming under 2hecters to 20hecters. Here 48% of total land will be returned to land/plot owners. In this 48%- 43% for gross residential, 2% for city level PSP, 3% for city level commercial.
Hi Arpit, As per the latest news, under this land pooling policy plot owners will surrender the land/plot & become a stake holder to whatever development will happen in that plot or land. After the land is processed, plot owners will get back nearly 40% - 60% of the land surrendered. That land can be use for construction or development. This process is reasonable for each and every land owner.

DDA will keep hold of 40% to 60% of land ,after pooling to use it for development of infrastructure and use it for specific purposes. To make Delhi a better place , infrastructure needs to be upgraded, developed. Keeping in mind of this DDA will utilize that land.

In my point of view, Delhi would expand its economic and industrial activities through creation of knowledge based industrial parks (KBI) while the surrounding states would attract investments into hard industries. The Land Pooling Policy, once implemented, is expected to prove to be a win-win deal for all concerned parties that include landowners, development authority and developers.
Hi Guys, As per my knowledge, certain issues on the policy pending consideration of Delhi government are exemption of stamp duty on surrender of land from developer entity to the DDA and vice-versa; de-notification of village which have been notified earlier for consolidation and declaration of 89 villages falling under land pooling policy as urban villages.
Hi, In my point of view, DDA will also act as nodal agency for providing basic agencies for availability of water, sewerage, drainage and power supply. It said efforts will be made for setting up a single window system for grant of development licence, approval of layout and building plans. The status of land which will become available for land pooling will be uploaded on the DDA website.
Hi Guys, According to me, with the implementation of Land Pooling Policy in Delhi, it would be a trigger for development of the NCR, including expansion as per the National Capital Region Planning Board (NCRPB) plans unveiled in 2014. The Land Pooling Policy, once implemented, is expected to prove to be a win-win deal for all concerned parties that include landowners, development authority and developers.
The projected demand escalation in Delhi is about 1.6 million dwelling units (DU), with addition of 10 million people. The census 2011 reports a population of approximately 17 million people in Delhi and an accumulated shortfall of approximately 4 lakh DU. The supply of more than 65,000 Ha would ensure sufficient supply for about a million DU in Delhi and the balance supply will originate from re-development of the existing urbanized area.

Delhi is an ideal case for Smart Cities and two zones, Zone N & L, have the requisite physical and economic characteristics to evolve as 'self sufficient smart cities. Smart Cities need smart infrastructure and smart people to manage the economic and socio business environment. Delhi has the right human resources to contribute to the softer aspects of urbanization and more specifically, smart urbanization.
As per my knowledge, Developers with interest in all product categories and price tickets would have equal opportunity to participate and market forces would ensure prices remain attractive for buyers and supply isn't constrained. The DDA can focus on its core competence of being the administrator for development of the various zones, create infrastructure and regulate real estate development. The private sector can focus on its core competence of development, marketing & sales.
This development will take place on the outskirts of Delhi at Najafgarh, Kanjhawala, Narela and Bawana to name a few, as these are some of the untapped locations having potential. This would also result in infrastructure development taking place for the upcoming projects, resulting in rationalization of property prices in the entire NCR when supply eases due to projects which would mostly be in the affordable and mid-segment.
Hi Mr Amit Raj, Land pooling in Delhi will have a long term impact on growth which would be participatory and inclusive in nature as compared to the earlier model of development by acquisition. With land banks shrinking in Delhi and the gap between demand and supply widening each day, experts say implementation of the Land Pooling Policy is the way out.
@ Mr Amit, The policy has distinct advantages as far as Master Plan Delhi 2021 is concerned. It would bring a surge in supply, in terms of land and finished products. Land acquisition being a tedious process, this policy would ensure that small land owners aren't marginalized and are given equal opportunity to participate, reducing the component of litigation on large scale land parcels being brought into the ambit of urbanization.
