Hi...

this is a Query regarding the Property Tax Bill recieved by me, a couple of days back, for the first time.

I have purchased a flat in Medchal, 10 months back. My builiding is 5 years old in total. this is the first time we are going to pay the property tax in Medchal.
Now we have recieved the Bill of Rs. 2046/- for F.Y. 2015-16. But some one is insisting us to pay the bill of last five years (considering Rs. 2046 X 5), which comes to a total of more than Rs. 10200/-, without giving last four years bill.

I have purchased this Flat last 10 months ago. I think the Tax should be calculated from the date of Registration in my name. if so, how can I pay a 5 years bill at a time, without getting a proper bill of last 5 Years???
when I have received a Bill of F.y. 2015-16 only, then I will have to pay that much only...Naa..???

Till now, the property tax is being collected in several municipalities without conducting a scientific survey of property except some corporations like GHMC. For the first time, a survey of annual rental value is being taken up even in smaller municipalities.

See, if the property tax is being increased every year then, Instead of imposing sudden burden on the tax payers by raising tax by 10% to 20% every five years, the same can be distributed over a period of five years by increasing annually, it is the same anyway. And I think it is better this way.

Right now, The total collection of property tax in the state barring GHMC, is about Rs 300 crore which comes to about 84% of the total tax demand. Nearly 60% of the municipalities are not in a position to pay electricity charges, take up sanitation and civic amenities in some areas

According to the Municipalities Act and other rules, property tax should be revised every five years as the tax revenue is the only source for the civic bodies. In many nagar panchayats and municipalities, the tax is very meager and even that is not being paid by many residents.

Its about time that the tax has been revised in these municipalities around the city. These places have been paying the tax according to the old rates and the new rates from the other municipalities have not been effective in here. tax revision has not been taken up in the newly-formed municipalities since their creation and the residents have been paying taxes as per the old rates fixed in 2007.

Hey the the civic bodies in these municipalities have been asked to divide their jurisdictions into zones and conduct survey of prevailing rental values of 20% of rented buildings of all categories such as residential, commercial, offices, hospitals, educational institutions, hotels, lodges, cinema theatres and industries and workshops. The categories have been further divided into posh, ordinary, tiled, terrace and others based on the type of construction and location.

Yes, this draft will be monitored and he draft notification would be published inviting objections and suggestions from the general public and final tax notification is expected to be published on January 31, 2015. Individual demand notices will be served to the tax payers in the month of February and March, in 2015

The draft for the annual rental value in these places is going on right now and proposed tax rates per sq metre of plinth area is prepared. After this, it would be placed before the Property Tax Board to be headed by commissioner of municipal administration.

Yes, 32 nagar panchayats, municipalities and two corporations -- Khammam and Warangal -- where the tax has not been revised for the past one decade in the state to complete the process by next financial year. This revision has begun recently after the government has cleared the proposal recently.

Hey did you hear this news? The property tax in this municipalities and the other municipalities will be increased every year from now.The municipal administration and urban development department is also considering increasing the tax every year instead of five years (revision) by two to three per cent

I dont think this decision of increasing the property tax for every year is conformed as yet. Taking such a decision will require an amendment to the municipalities Act.
It will be tough for the people if the tax is increased every year.

Hey, I have recently read somewhere that the recently formed panchayats and the municipalities in Hyderabad will have to pay more property tax from now on as compared to the already existing panchayats and municipalities. This decision has been taken recently.

Hey yes, this is true. This will probably start from the next financial year, that is the 1st of April, 2015. The residents of nagar panchayats including Medchal, Ibrahimpatnam, Pedda Amberpet and Badangpet have to pay more taxes along with other municipalities, two municipal corporations and gram panchayats that were merged with municipalities.
