Hey, i would like to give my personal opinion on this matter. From what i understand, this issue is about charging road tax twice from vehicle owners who enter a new state. I think this is very unfair.
I will tell you my personal experience with this issue. I was asked for NOC and pay taxes and despite court orders the vehicle is not released. That is unfair, no?

The way i see it is that there should be some rationalisation and States need to come to an understanding instead of seeking taxes on non-State vehicles again.
Mr.Waseem had earlier challenged the Karnataka Government on the Motor Vehicle Taxation and argued that when life tax for a vehicle is paid in one State and the owner moves to another, the two States concerned should have a methodology to tackle the issue.
Let me be more precise, Mr Waseem said that If he is shifting from one State to another, why should he pay tax for the vehicle again. While i am no expert on the matter, i think that he is right.
