HC cancelled move to include Dharamsala in smart city list
Q: In a major embarrassment to the state government, the Himachal Pradesh High Court today cancelled the memo issued by the Centre on August 27 to include the name of Dharamsala in the "Smart City" project list.
It is observed that the State Mission Director has left out his powers by nothing analyzing the self appraisal sent by the Urban local bodies as if he was being charged by some other agency.
It's true visal, The Mayor in his petition had alleged that the Additional Chief Secretary (Urban Development) had acted under political control as Dharamsala is represented by the Minister of Urban Development and did not apply his mind with respect to his judgement placed by the Urban Local Bodies concerned.
Yes, we all know that Shimla is a historic city, which is also one of the oldest municipalities of the country. And it is very bad that has been excluded from the list of smart cities on account of unlawful act of government authorities.
Hi Visal, The court also directed the state officials to remake the entire exercise strictly in accordance with the guidelines for selecting smart cities within two weeks and thereafter send new recommendations to the Union Government.

The reason of cancelling recommendation of Dharamsala as smart city, the court found that the decision to exclude Shimla city and include Dharamsala town in the list of potential smart cities has not been taken smartly.
Yes, court also said that the State Mission Director (SMD) has acted mechanically and blindly. The decision has been taken in non- transparent, opaque and corrupt manner.
Hi, The Bench passed this judgment on a petition filed by Mayor of the Shimla Municipal Corporation Sanjay Chauhan alleging that while including the name of Dharamsala as smart city, proper procedure was not followed by the state officials.
