Registration charges for apartment

Q: I am purchasing an apartment valued at 32.5 lakhs. But the actual govt value builder says is 19,12,500.
He informed me that registration charges is valued at 6% = 1,14,750
VAT 1.25% = 23,907
Service tax 4.6% of 32.5 lakhs = 1,49,500
2500 GHMC charges
and 15000 documents
is this correct

thanks but the article shows the total cost as 6% but the builder claims it is 6% + VAT 1.25% + 4.6% Service tax ?
