Lifts and Elevator are much helpful for residents, seniors and disabled living in high-rise apartments in India. Residential properties and organizations like schools, colleges, office, shopping mall and many buildings in India use lifts or Elevator for moving people between floors.There are about 25,000 lifts in Bangalore. Most lifts in Bangalore which are used in various places are not licensed. Out of 25,000 lifts, there are about 2,000 lifts which are not licensed and come up to 8%. The detrimental fact is that there are no ways to find out if a lift is legal or illegal. The reason behind this is that the KSEI (Karnataka State Electrical Inspectorate) has not initiated a way to put its seal of approval on the lifts.
Safety of lifts and escalators
Recently, to ensure the safety of lifts and escalators, the state cabinet has approved amendments to the Lifts Act, 1974. Adding to it, they also initiated a new law named as ‘the Karnataka Lifts, Escalators and Passenger Conveyers Act, 2012, which makes it mandatory that lifts should be purchased only from the registered companies. They have also ensured the usage of safer lifts and escalators. Lifts which are branded are the only ones which have quality equipment as the companies opting for a legal lift will ensure that lifts are incorporated with each electrical safety measure. Unbranded lifts make use of low quality material and henceforth are not safe. Most of the failures in lifts are caused due to the absence of a perfect governor; in case a proper governor is absent there are increased chances of the cable being snapped as the governor holds the lift. The new rule makes it mandatory to have proper governors in all the lifts.
Most of the Bangaloreans move in lifts like they do in an automobile. Adding on to the complication of illegal lifts, there are also unregistered buildings which are installed and are a concern to the Lifts Acts and Rules, 1974. There are various private companies which do not abide by the rule concerning the safety of the lifts. They are also not aware that to install a lift they need to have a license from the KSEI. Since the KSEI has no measures to find out about the illegal lifts, it can impose a fine of Rs.300 on the individual violating the rule.
Safety norms for elevators
- It is mandatory that every owner having a lift in his building should get a certificate from the KSEI.
- Lifts should be replaced after every 10 years to avoid any mishap.
- It is mandatory that every lift should have a trained operator.
- Every lift should be covered by an annual maintenance contract.
- A person violating the safety of the lifts will be charged with Rs. 3000 and also will be asked to stop the functioning of the lift till it is set right.
- You should replace the lift immediately if the lift is causing you any problem to avoid further damage.
- Always ensure that the lift erection company is manufacturing or uses the lift components as per the BIS (Bureau of Indian Standards).
- The owner should furnish a duly filled in Form “A” in quadruplicate.
- Encircle the quadruplicate copies of drawings duly signed by the applicant and the authorized person of the lift company showing the layout of the lift, the plan, section elevation, arrangement of doors, lift well enclosure, size and position of the machine relating to the lift well, position of hoisting the machine and the number of floors to be served along with the total travel height.
- Also encircle the quadruplicate copies of drawings duly signed by the applicant and licenced electrical contractor by showing the wiring scheme for the complete lift installation including the earthing scheme showing size of earth leads, method of construction of earth electrode, laying of cables and so on.
- Before installing a lift the owner has to get the copy of the building plan / civil plan approved from competent authority.
- Should get a Khata certificate from respective competent authority.
- Should produce the revenue tax paid receipt of the building where the lift is to be installed.
- Should enclose the original receipt or challan for Rs. 500/- (The amount shall be remitted at any Govt. Treasury or at Bank under head of account “0043” or at office cash counter.)
- If the application and the enclosures are in order, the permission to erect the lift will be granted by the respective Deputy Chief Electrical Inspector in Bangalore.
- The erection Permission granted will be valid for one year from the date of grant. It can be extended further on the receipt of application along with original challan/receipt for Rs. 500/-.
- The erection of the lift shall be carried out strictly according to the sanctioned drawings as well as per the provisions of Lifts Act and Rules.
Elevators Installation Bangalore
Once the owner gets an approval to install the lift he has to apply for the following certificates after the completion of the installation of the lift.
- Get a duly filled in Form – ‘B’ – the notice of completion of erection of lift.
- Acquire the form of the work completion report of the manufacturer of lifts.
- Acquire a form for the work completion report of the electrical contractor.
- Get a copy of the license of the electrical contractor and supervisor permit.
- Get an original receipt/ challan for Rs. 2000/- (The amount shall be remitted at any Govt. treasury or bank under head of account “0043” or at office cash counter.)
- Once the above documents are furnished, the Deputy Chief Electrical Inspector shall inspect the lift installation on the pre-intimated date in the presence of the owner, the lift manufacturer and the Electrical Contractor.
- Various necessary tests will be conducted during the inspection and on being satisfied that the lift installation is in general conformity with the Karnataka Lift Act & Rules and I E Rules, 1956, recommendations will be sent to the Chief Electrical Inspector to grant the Licence.
- If any defects are noticed during the inspection, the same will be asked to comply and to submit the compliance report. Re-inspection will be taken place and the compliance report will be verified before the recommendations are sent to the Chief Electrical Inspector to issue the Licence.
- Once the receipt of the Licence is acquired by the owner of a lift, he shall enter into a contract with the makers of the lift or their agents for the satisfactory maintenance including cleaning, oiling, adjusting and repairing of the Lift.
- The owner or the agent shall comply with the order within the time stipulated and report in writing to the officer of having so complied. Also the owner or the agent of the lift shall afford all reasonable facilities to the officer inspecting the lift.
The Chief Electrical Inspector has every right to enter in to any building in which a lift is installed or is being installed for the purpose of inspecting the lift. If on such inspection there is a faulty lift, he may issue an order on the owner or his agent requiring such repairs or alterations to be made.
