Nearly half of Haryana lies in NCR
With the recent inclusion of Bhiwani and Mahendragarh to the National Capital Region, almost half of the Haryana state is under NCR. Further, a proposal has been kept before the National Capital Region Planning Board (NCRPB) to include Jind and Karnal districts of Haryana to the NCR.
It has been observed that many political leaders of the state have been trying to claim the credit of the inclusion of Bhiwani and Mahendragarh to the NCR. The Chief Minister of Haryana Minister Bhupinder Singh Hooda said that the credit goes to all ministers and members of parliament for the inclusion of the two districts. Hooda also revealed that he had tabled a proposal to include Jind and Karnal districts under the NCR, in a NCRPB meeting.
While the Hooda government has been drawing criticisms for “discrimination” against south Haryana in terms of development at the cost of Hooda’s home district Rohtak, people are hopeful that the addition of these districts to the NCR will add more potential and generate new dimensions of development in these districts. People close to Hooda have been thanking him for this major development while some people only think that Hooda’s move aims to magnetize people before the upcoming election.
The market watchers believe that the residents of Bhiwani district would be benefited with global development on the pattern of Gurgaon and Sonipat districts. Hooda also expressed that with the inclusion of the two districts in NCR, there would be faster development in south Haryana and it would emerge as a developing market.
After the addition of the two new districts, the total area of the Haryana sub-region existing in the NCR has raised to 20,105 sq km from the earlier 13,428 sq km, which forms 45.47 percent of the total area of the state. This means that about half of the Haryana state is covered under the NCR.
Gurgaon, Faridabad, Sonipat and Rohtak districts have been covered under the NCR years ago. Gurgaon, the Millennium City, has developed at an outstanding rate of 293 percent in the last decade. Also some portion of area of Uttar Pradesh covering cities like Noida and Ghaziabad, also fall in the NCR boundary.
With the new areas being added to the NCR, the real estate market in all these districts are likely to witness significant growth. Realty experts expect that this move would bring in more affordable housing projects in the NCR region besides which it will also help in the planned development of these cities. However, if the land transactions are not checked, it would give rise to speculative buying, artificial price-rise, etc. In this regard, the experts suggested that having a master plan is very essential.
The districts such as Sonipat, Bulandshahr, Hapur, Mewat, etc. have not seen any great development even after years of being added in the NCR. The absence of better planning and facilities in these areas indicates the failure of the NCRPB in achieving its goal.
The NCRPB provides financial aid to developers in the NCR in the form of soft loans to the extent of 75 percent of the project cost. Till March 2013, a loan of Rs 18,994 crore was disbursed by NCRPB, in which a majority of 72% was claimed by Haryana while UP had claimed 11%, followed by Rajasthan 9% and Delhi just 5%.
As of now, around 106 projects have been completed in the Haryana sub-region in NCR estimated at a cost of Rs 4683 crore and 76 projects are ongoing with the help of NCRPB funding which are worth Rs 9238 crore.
