Intercom Facility

Q: The intercom facility for my flat has been disconnected. I would like to know whether I need to share the expenses incurred by the association for repair, maintenance , amc charges etc for this unavailable facility

My flat is in \'D\' Block No - 001. Yes registered, but only once that too some one month back.
