Need a clarification.

Q: HUDA only gives 'completion certificate' to project as in whole. That means builder can not offer possession in phases and eventually everybody has to wait till the entire project is completed, which by current speed may take 2 more years.

You can request the builder for a certain possession date and ask about the compensation the builders will give if they fail to delivery the project on time.
