From when is the flat maintenance charge applicable?

Q: I have not taken possession of my flat but still my builder is demanding for maintenance charges. Please provide advice.

Maintenance charge is applicable once the flats are ready for possession. Builder has given the possession but if you have not yet taken the possession in the flat even in that case you have to pay maintenance charge.
