Plot in co-operative society

Q: My father purchased a plot in a co-operative society about 20 yrs back, in Akola, Maharashtra. Society was formed by teachers. That time, he had plans to construct house & got loan from HDFC. But the president of the society, mis-used the funds collected & committed suicide. Then it became clear that the society will not do the work as promised & my father closed the HDFC loan. After a gap of 3 - 4 yrs, individual members of the society started constructing their houses & started living there. My father got transferred to a diff city & could not do any work. Now after 20+ yrs, he is interested to sell this society plot. But the current president of the society is telling my father that selling this plot is difficult as registration with state govt has not been done & no bank will give loan to the new buyer.

Help me to understand how this works ? Is it that co-operative society members do not have to go to sub-registrar's office to registrar their plot ?
