is there delay of registeries at prembur project in chennai,due to various tax or stamp related issues?

Q: i have been reading in newspaper that in chennai there is problem in getting sale registries registered due to stamp duty or law changing issues.My cousin reported me from prembur project in the chennai.Is it correct and if yes,then when it is likely to be sorted out.
