In virtually all modern mixes there will also be various admixtures added to increase workability, reduce the required amount of water, mitigate harmful chemical reactions and for other beneficial purposes. In many cases there will also be Portland cement substitutes added, such as fly ash. This can reduce the cost of the concrete and improve its physical properties. so i think its cement then.

The issue with concrete road is that it increases the road level due to which it is mostly preferred for roads which are laid in low levels. It is generally decided by experts after looking at site condition.

The bituminous (tar) coating has a peculiar characteristic that reacts to water. Being in contact of water paves way to stripping of the top layer which creates potholes. But in case of concrete roads, gain strength during waterlogging as it improves its compactness. But extra care is required only during the first month.

It is estimated that laying of one kilometre of concrete road is estimated to cost Rs 6 crore while it would cost Rs 3 crore for a bitumen road. Although they are costly, concrete roads are most viable in the long run..

Then it must be very costly I think.. On an approximate how much cost is estimated for laying 1km of cement road?

Yes dude. They are better than the regular asphalt roads. Have longer life.. Waterlogging issue wont be there.
