Buying land in Bhubaneshwar is a good decision although the price trends would mean you would have to take a call on buying land further away from the city. As you have mentioned that you would like to build your own residential house on the plot, I suggest to look around Bhubaneshwar-Cuttack national highway and Jalna. Although Jalna is a little far, the price along with its natural ambience and good modern facilities makes it by far the most preferred investment destination. Also if you are seeking to buy land from any of the BBSR schemes, please do make a good research as some of their lands have litigation issues pending for a long time.

This is the right time to invest in Bhubneshwar in my opinion. You have not mentioned your preferred area in the city. If distance from the city center is not a problem you can consider Infocity-II project at Jalna. Patia near Infocity-I is also a lucrative option but the prices have reached a stagnancy point. A four lane highway is under construction near Infocity-II at Jalna which is likely to boost the realty prices in the near future.
