Yes, They can but the problem with govt. the high rise is that they are very congested and very poor quality. You can try new developers like Risland and Krusmi etc. offer good quality with wide experience.

Guys you know Netaji Nagar is the biggest of all these projects and has a total land area of 4,48,700 square metres for redevelopment. The permissible floor area ratio is 300 per cent. There are 2,772 houses in Netaji Nagar now, and the redevelopment project will yield 7,661 houses in the same space.
According to the reports, more than 91,000 residential units are required for accommodation in Delhi and only 62,000 houses are present. About 29,000 residential units are needed as of now, and this number will only keep on increasing in the future.
See Ankur that is the reason they are coming up with high rise buildings ! As far as land resources are concerned, they are limited in Delhi and there are no option but to convert old two-floor units into multi-storey apartments with all the basic facilities.
This process should have taken place long time back but it did not ; there is huge gap between demand and supply of houses for accommodation of government officials in Delhi. This is very much needed!
