I am R K Mathur and I am looking for investing on a project in L Zone area in New Delhi. I have gone through the documents from DDA and various other builders in regards to L Zone and land pooling. Though DDA and urban ministry through their plans and documents are ready to accommodate a huge population by 2021, however, I do not see much action going on and feel dicey. I read your previous comments and advises and according to me you are the most genuine consultant in regards to this area of investment. Can you please tell me if it is going to be a profitable venture? Also the bsp over there ranges from Rs.3200 - Rs.5000, both of them say are best but do not have any sample to see. How can I be sure which one is the best? Waiting eagerly for your response.

The new zones which are a part of the expansion of Delhi will accomodate around 80 lac new population by 2021(this is as per MPD 2021 issued by DDA on 07/02/2007). So these urban areas have to be developed from scratch. Its a welcome from DDA and Urban Ministry to indulge under public private paretnership in developing this zones. As this is an initial stage where the authority till now have only approved the land pooling policy, it is the best time to invest. There are certain things as an investor you need to understand- 1. The construction area is not identified. 2. Exact floorplan and building model cannot be shown. 3. Construction site will be within 5 kms radius of the biggest patch of land. This is very crucial, most of the societies or builders as of today have bought land in patches all over...

And they only showcase the land in Chhawla area to lure customers making the site to be in a close proximity to Dwarka, however, they have huge patches of land 10-15 kms away from those sites and they will get their construction land only near by the largest patch of land. 4. Cost. It is the most improtant aspect. I am aware of the price range of 3200-5000 per sq ft. Those who charge you anything below 4000 will definitely increase the construction cost if they provide you all amenities as mentioned in their brochures. 5. L-Zone by the government only planned as a smart city as there is space constraint in Delhi. Check the recording of the societies and the background of the initiators, Always check the registry paper of plots, Check out the locations of plots if it should decide your country.

Hello Readers and Investors, In regards to my previous posts, I want to add that no CGHS has been registered by Delhi Govt. lately and has actually stopped it. There are more than 500 cghs socities who are in queue to get land from dda as these sociries were registered since 1984. Looking at the rates of this zone, please be aware that no society or builder can provide you an apartment with ALL FACILITIES as promised by them like swimming pool, gym etc at 3200 to 3500 inr. As per cpwd calculations for the next 5 yrs, such projects in delhi with all amnetoes cannot be made less than 4000 inr. Be careful and you must be willing to pay escaltion cost of 1500 INR psf or more in projects who are asking for 3200 to 4000 psf. DDA will soon come out with a news regarding the new zones. As per my knowledge, with a specific end goal to make Delhi a world-class city and to pander to the surplus interest for residential units to accommodate the growing population, Delhi Development Authority (DDA) under the Master Plan Delhi (MPD) 2021 is concentrating on new areas at Zone J, K, L, N & (P-I and P-II) for raising residential projects.
According to the Master Plan, nearly 24 lakh residential units will be expected for an predicted 23 million people by year 2021. On an average, the space required per person would be 40 sq-m, covering about 920 sq-km of city or location for the projected population.
In my perspective, right now,residential property land is all the more in Delhi which is insufficient to take care of the demand. Thus, it has ended up vital that new zones be opened up. This policy will illuminate the intense lack of area in Delhi and make the capital a world class and economical city.

I will neither say this is a developing location ,suitable for investment, in same time nor I will say development authority has full control of this location, so you can invest here purchase for future construction. Why I am saying because I think it will take 2-3yrs of time to develop this location. Some times you may encounter with plot litigation.

This project offers 2BHK, 3BHK & 4BHK spacious apartments, area ranging from 1060sq-ft to 2500sq-ft. Builder quoted price is around 4100/sq-ft. Expected possession of this society project is around 2020 December.
As per sources, this project has plots allotted by DDA. Currently blue print is getting ready. Society membership registration is going on. You have to 11000/-annul to be a member of this society. This project will provide low cost housing units. This project is very well equipped with all daily basic amenities.
In my opinion, L zone will take some time to develop. This project is located 5min drive away from sector 21 metro station ,Dwarka. Proposed Diplomatic Enclave & proposed DDA golf course are around 5mins from this project. International IGI Airport & NH-8 are approx 10min from here.

CGHS do not indulge in constrution, this is done by construction contractors. DDA has put a hold on those socities who were found defaulters or who have been found with discrepancies after audit. Making claims without knowledge is misguiding.
Hi Diptanu, DDA is utilizing the land pooling policy to avoid such confusion. So that what ever construction will happen , will have proper authorization from DDA. This policy will permit land owners to pool their land for development by the DDA. Then again, rather than compensation, they will have 43 % to 60 % of land after infrastructure development by the DDA. This they can use for own or sell to any builder.
Please do not believe all this false claims from these builder's marketing managers. These buliders are only offering membership to their welfare society & welfare societies can't indulge in any type of construction. New Cooperative Group Housing Society (CGHS) which can do construction in Delhi are on hold since long time by DDA.
... in the nxt 5 to 10 yrs(this is the number of population that will add in the city). I do not see any risk in acquiring a land 5-6 kms from Dwarka which is to be turned to a Smart City.
Hi Diptanu, As per my insight, the zone is the single biggest zone under the Delhi Master Plan 2021 and is as of now ready to development.. a few streets are as of now existing and there is ust the need to augment and redevelop those streets to suit the anticipated populace. This place is an ideal location for investors.
In my perspective, zone arrangement is planned to separates regions for green belt, water resources and other resources and also separate areas for private and business purposes. The primary territory is Najafgarh which is now rising rapidly and also there is well connectivity to south Delhi, Gurgaon as well as Dwarka .

It also talks about the revenue generation from that zone and how regions will be divided for green belt, residential, commercial, utilities, safety and security, healthcare, parks, education centres etc. Planning and developing a new city is a tedious process and talking aboit smart city which is in the nation's capital has to be the best. I will also like to add what DDA saying in the notice is nothing new, cautioning people not buying in pre or soft launch by bogus builders is the duty of DDA. However, if you invest at the right project with the right builders then you are safe n get a very good rate. If you as a group of 150+ members owna plot of 5 acres or above which gets converted to a developed plot, does that not sound excellent!!! This is what the entire LPP mean. Certain people misrepresent the policy or the development of the zone. The same happened in late 90's when Dwarka was proposed. Most of the people were negative about Dwarka and now look at Dwarka, the planning and the rates here. A flat was easily available at 8 to 10 lacs at that point in time and the same flat is now at 1.5 cr. As an investor, just by investing towards land between a price range of 1100 to 1600 per sq ft, you will get a developed land. L-Zone is definitely the best place to invest irrespective of what many negatively say. The zonal plan has already been drafted by DDA and we will soon get the notification. The price of properties in Gurgaon, Noida and Fbd are dropping and once land submission notice for L zone and P2 zone are released, it will have an impact in the properties of those region. This is the first time dselhi has opened itself to give a boost to thr RealEstate sector and the various work being done in the background by the Govt and Land Agency are highly appreciable. Anyone who wants to invest in these areas should not be scared, DDA have cautioned not to be lured by various groups promising housing, which is a welcome as certain welfare socities are not trustworthy as they are offering flats at Rs.2800 to Rs.3000 psf and they do not have any land bank. There are major housing societies who are trustworthy and are offering the best price.
It is so shocking that many persons are making tall claims about the projects in L zone. Please do not put your hard earned money at this stage in these projects. Please first have independent opinion regarding investment in such projects. If you are following the news papers regularly, you will find that even DDA is cautioning the general public to be very careful as certain people are misguiding the innocent investors. There are few societies both welfare society, cghs and mscgjs who are coming up with their projects there. I understand it is very difficult to trust and take the right decision. I will give you and our readers some points to consider before they decide to invest with any such group. 1. Developer Entity are of 2 types, in laymans language- builder and society. In builder model, all comstruction decisions like price rise, construction activities, maintenance, timely delivery and schedule are maintained and managed by the builder. However ,in society models all decisions are taken by the members and at least 51% votes are required for that decision and a lot many times delivery of projects are delayed for this. 2. Some societies do not have land there and they are currently enrolling memebers and ...
... Will buy land later. This will impct the cost in later stage.
3. Check for price escalation. Most of these projects end up more expensive by the time it is ready to be delivred
4. Soceity types- check what thpe of society the entity is- welfare society, cghs or mscghs? Only registered cghs and mscghs are entitled for housingconstruction.
5. Previous experience andwork in the field of housing and development. This is very imp factor beforeyoutake any decision.

Hi Richa.... I am following all the news regarding L-Zone and I came to know that LTC(Land Transfer Certificate) will take around 1.5yrs of time, may take 2yrs as well. And, after LTC only construction can be started .....it means if LTC issuance date will 2017 then how any builder give assurance of expected possession in 2018. This is completely wrong information. If it hurts ...hearty sorry.

I went over this news couple of days before that as per Master Plan for Delhi- 2021, informed on 07.02.07, National Capital Territory of Delhi has been isolated into 15 arranging zones. Out of these 8 Zones (A to H) spread existing Urban Area as demonstrated in the Land Use Plan. Zone "O" covers River Yamuna and the remaining 6 zones (Zone J to P) are a piece of Urbanisable Area.
As per different sources ,the Zonal Development Plan for Zone K-I (West Delhi-II) has been approved by the Central Government, vide letter No.K-12011/23/2009-DDIB dated the 8th March, 2010 under Section 9(2) of Delhi Development Act 1957.

Hello All, I am baffled the way some people have started giving their assumption and commotions of L Zone or the other R Zones. I understand it is new and people are generally very sceptical about new plans, offers and policiies. I do not blame them, as far as experience goes, so many investors and homeowners had to go through and still are going through the nuances by various builders and developers in the NCR region, both new & reputed. Unfortunately the land laws are not strict in Gurgaon,Noida & Faridabad and bulders can quite easily go away with it. However, thois is not the case in Delhi and thanks to the Supreme Court, Urban Ministry of India and DDA new land and development plans have come up and Delhi will have India's first SMART CITY and probably the biggest- L-Zone. DDA has approved this and whosover says it has not been approved, please Read newspapers and follow DDA. The final papers will be released and those who are looking to invest, you will never get such a GOLDEN..
Mr Diptanu, let me clear that Govt. has approved the policy only but not a single project has been approved yet. The policy is in the initial stage. It may take many years to start actual construction. Under the policy, DDA will call for the land from the land holders opting for the scheme. After ascertaining the quantum and the location of the land offered, DDA will plan and execute basic infrastruture like road sewer etc. Only after that developed land will be given to the developers who had surrendered the land to DDA under the scheme. Only then investor of today will be able to know the location of the plot where the developer will be carrying out constructions. I need not to mention how much time these above said processes take in Govt. department. You are right about the policy and the land allotment structure.However, you are also aware that this is a smart city and Supreme Court is supervising this entire development, headed by Urban Ministry of India and authorised by DDA. Its a new city which is being built, and as for the land submission it can come by Feb. Regarding land allotment, as per the LLP, the land will be given to the developers within 5 kms radius of teh handovered landpool, for LZone it is 3 kms. I understand that our previous experiences with govt. bodies were not that good, however, this is not the case this time as all the authorities are in their toes to get this in black & white. Many meetings are occuring frequently and lot of international consultants have also been appointed for the planning. It will be too early to judge on the performance of the authorities, rather I am happy that they have come up with such concept and working on it deliberately.
All these so called coming up projects in the L / R Zone in Delhi are very risky investments projects. As on today they are only on papers. No govt. approval yet. Even details are yet to be announced by the Govt. Please do not get swayed by the attractive offers. No one knows when the construction will start. As on today no reputed developer has floated these projects. Putting your hard earned money in these projects is highly risky. All that glitters is not gold. So wait for the policy to be clear. L Zone is the first and probably will be the biggest SMart City of India. In the uraban extension plan of Delhi according to MPD 2021, L Zone is the only fully Residential Zone whic alone has the highest landshare, 22840 Hc of land. There are plenty of investors and end users who have invested there in many socities and builder project. Construction on any of those projects will not begin before Oct/Nov 2015. Pls understand this is not as per other development plans, landpooling and MPD 2021 is entirely different from policies in Noida, Gurgaon and Fbd. This plan is much better and more promising only if you understand it. yes you need to carefull wt your investment, go for the best projects, take advise of a well informed and educated consultant and not and streetside real estate agents. Hi Vrinda, i heard that they have 2 sizes of 2BHK, 3BHK and 4 BHK and they have a good amenities with RO supply in kitchen, lift, swimming pool,power back up, club with spa and gym in a secure gated complex. Dwarka is very near to IGI airport and has metro connectivity in addition to reputed school and educational institutions in the area.
