Online building permissions?

Q: I think the whole property registration and building permission system should be made online. It would make the whole system so much easier and accessible. Is the HMDA planning for something like this?

Hi all,
For the interest of the general public GHMC (Greater Hyderabad Municipal Corporation) is placing approved plans on its website. The public will thus know the actual permission granted for various categories of buildings before entering into a purchase agreement with a builder.

What I find weird is that all the smaller cities in the country have an online process for applying for all these building permissions. But a major real estate spot like Hyderabad has been left till now. Till now, we had to manually get all these building permission. I mean everything, starting from the application process to the inspection, to the final permission document release. Anyway, the process is going to be phase wise. The whole process used to be so slow, and we had to bribe these officials every step of the way to get things moving. I’m glad that this change is happening.

You are absolutely right. Now, GHMC insists that every complex builder / owner must exhibit the approved plan with details showing elevation and section etc. for the general public which will purchase the flats/shops/office units, etc. in the said complexes.

Yeah, once you submit the necessary docs and the building plans, they are going to be scrutinised by the HMDA completely. I mean they will go over the building plan, as well as more technical details like the title deeds and everything. For any missing information, you will be immediately alerted via SMS, mail, everything. Once papers area all in order, there will be a field inspection of the property, Only if the property passes through all these levels of scrutiny, will the plan be approved. Following that you’ll have to pay the fees, and then the HMDA will send you your required building permission.

Guys from what I have heard, it is the HMDA only who has come up with this plan, and from this month only they are going to start giving out building permissions online. I have also heard that they are going to establish 10 citizen facilitation centres or CFCs all over the city, so that the online database could be built up. These CFCs will basically process all the building application files. So you can submit your application both online or at any of these CFCs.

Let me explain better. So, they are implementing this new Development Permission Management System (DPMS). Any individual building over one-acre land in any of the approved layouts across the city will be able to apply for a building permission. The final dispatch of the approval will also be done online, with a process that has been completely optimised to improve efficiency and reduce corruption, thereby avoiding delay in getting approvals. I personally think this is a great way of incorporating information and communication technology in our real estate sector.
