Powers and Functions of Kolkata Municipal Corporation

Q: When did the Civic Government in Kolkata has started its journey and the name "Calcutta" has been converted to "Kolkata"? What are the functions and powers of KMC under the Kolkata Mumnicipal Corporation Act 1980?

Well Pranab,
The office of Municipal Corporation runs for a period of five years since the beginning of its first meeting.

Roles and Duties of a Councillor:- To participate in the council meetings, council committee meetings and meetings of other related bodies.
To perform any other similar or necessary duties.
To get all the information from the chief administrative officer about the operation and administration of the municipality.
To work towards the welfare and interests of the municipality as a whole.

Its sources of income are taxes on water, houses, markets, entertainment and vehicles paid by residents of the town and grants from the state government. Mayor is the head of the Municipal Corporation. The Municipal Commissioner is the official in charge of this organization.

Do you know who collect land revenue for Kolkata?

Administration in Kolkata:- The Kolkata Collector is authorized for collecting land revenues within Kolkata district, a part of the area within which Kolkata Municipal Corporation functions. In those wards that are outside Kolkata district, responsibility of revenue collection lies with the Collector/District Magistrate of South 24 Parganas. From 2011 onwards, Kolkata Police and Kolkata Municipal area have been restructured to be same.

Do you know that currently, All India Trinamool Congress holds the power of Kolkata Municipal Corporation. An ancillary civic body of KMC includes Kolkata Metropolitan Development Authority, which is responsible for statutory planning and development of Kolkata Metropolitan Area. The Kolkata Municipal Corporation looks after and manages civic infrastructure of 15 town in the city, which encompasses 144 wards. Every ward elects a councilor who is responsible for managing infrastructure and administration in that ward. Each town also has a committee of councilors through which KMC undertakes critical urban planning.

Can anybody tell me about the Mutation Process? Which form is required for that and where do we get it from? What are the document required to attach with the form?

Hi Pranab,
At first, you have to get mutation application form i.e. Form (A-42). This can be obtained from Central Record Section in CMO building. It is also available in Gariahat (Tolly Tax) office at Behala (SSU) Office. The form can also be downloaded from the KMC Website.
No Outstanding Certificate' from Assessment Collection Department is required to be attached with prescribed mutation form (A-42). Do not forget to attach other papers/documents as mentioned in (A-42) form.

Other documents need to attach are in case of Mutation on succession ground death certificate of the R/O and an affidavit regarding legal heirs (incase of intestate succession) or probated will (incase of testamentary succession).

In case of mutation and apportionment of tax, please submit a site-plan duly signed by an LBS and the applicant(s) showing the entire area of the premises as well the area(s) under the occupation of the individual applicant(s) along with the prescribed form of mutation (A-42).

In case of Mutation Amalgamation or Mutation-separation please enclose detail site map duly signed by a LBS.

Individuals are required to intimate KMC in writing regarding
a) Purchase of new property - In this case individuals are required to contact KMC within 90 days of receipt of purchase deed.
b) Mutation-Succession or transfer.
c) Separation/Amalgamation/Apportionment.
d) When nature of occupancy or usage of the property changes.

Mutation is recording the name of the valid owner in respect of a property. For simple mutation it takes 2 to 7 days and for other cases such as amalgamation, separation or apportionment it can take up to 15 days.

Civic Government in Kolkata has started its journey with the law and order of the Calcutta Municipal Act, 1923. Later this Act was take the place of the Calcutta Municipal Act, 1951. At last the Act of 1951 was changed by a new Act namely the Calcutta Municipal Corporation Act, 1980. The name of 'Calcutta' has been converted to 'Kolkata' after enactment of the West Bengal Capital City (Change of Name) Act, 2001.

The Kolkata Municipal Corporation (KMC) is responsible for providing basic civic services such as Roads, Lighting, Water Supply, Education, Health, etc. to the people of Kolkata.

The KMC is responsible for administering and providing basic infrastructure to the city. These are Water purification and supply, Sewage treatment and disposal, Garbage disposal and street cleanliness, Public municipal schools etc., Disease control, including immunization, Registering of births and deaths, Maintenance of parks and open spaces, Solid waste management, Building and maintenance of roads, streets and flyovers, Street lighting etc.

KMC has the following departments to provide various services to the citizens of Kolkata..
1) Advertisement: Overall monitoring of outdoor advertisement,
2) Water Supply: Installation, operation and maintenance of water treatment plants, booster pumping stations and tubewells.
2) Town Planning Dept: Takes care of overall planning of the city.
3) Supply: Material planning, procurement and storage of materials.
4) Planning & Development: Initiate new projects, carry out Technical (only for non commercial projects) and financial feasibility studies, Monitor implementation of projects.
5) Project Management Unit: Looks after issues like Geographical Information System, water bodies conservation, heritage conservation.
6) Parks & Squares: Looks after the matters related to parks and squares in the city.
7) License: Issue of new trade licenses, Renewal of old/expired trade licenses, Issuing temporary licenses, raising Demands for Trade License, etc. in relation to trade

Apart from that Assessment & Collection: Assessment of land and buildings, Mutation and Collection of Property Tax.
Building:- Scrutinizing building plan, checking unauthorized construction and routine inspection.
Bustee Services: Carry out physical and social infrastructure development in the bustees of the City.
Central Records: To maintain all old records such as birth and death registration, sanctioned building plans, assessment registers, etc.
Education: Imparting primary education and interacting with Government agencies and NGO’s.
Election Office: Conducts elections of the Corporation.
Electricity: Carries out works related to Electricity supply in the Corporation area.
Engineering (Civil): Building and repairing of roads, removal of chokages, bustee development work, construction of public conveniences, etc.
Information Technology: IT department is responsible for development and implementation of software across all departments of KMC.
